This position is located in Alexandria, VA with the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team, Property and Mail Services Division (PMD). The incumbent serves as the Chief of PMD and is responsible for the overall management of the agencies property, inventory, warehouse and mail services operation programs.

Duties

Help

Duties as a Supply Management Officer include but are not limited to:

Oversees the administration and management of the agency's property accountability system using the Defense Property Accountability System (DPAS).

Evaluates different functions and programs to provide course of action for resolution of discrepancies or new process in accountable property records.

Develops and coordinates clear comprehensive policy documents for property accountability, weapon accountability, warehousing and mail management.

Provide hands-on training to immediate staff and Property Custodians (PCs) on DPAS and other property forms to record property transactions and inventory.

Oversees and manages the division's operating budget.

Manages the assigned organizational staff; delegate responsibility; evaluate performance, management employee professional development; ensure adherence to merit and EEO principles; oversee staff time and attendance and leave.

Other Requirements:
Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance

Permanent Change of Duty (PCS-Relocation) expenses WILL NOT be paid.
The incumbent must adhere to the DoD Standards of Conduct.
You may be required to serve a one-year supervisory probation period.
If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
Military retirees seeking to enter civil service in the Department of Defense now require a waiver if they are within 180 days following their official date of retirement (5 United States Code 3326.).

Qualifications

You may qualify for the GS-14 level, if you fulfill one of the following qualifications requirements:
Applicant must have one year (52 weeks) of specialized experience at the GS-13 or equivalent band level managing or leading a staff that performs duties in a property management and/or mail services division of an agency. Qualified incumbents must have knowledge of and operational experience in applying the following: property management principles, techniques, procedures and regulations to management and maintenance of agency materials; mail management principles and procedures to receive and disburse equipment shipments and mail correspondence to agency employees; developing short and long range property and/or mail division budget plans; and developing written guidance for agency staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience obtained by the closing date of this announcement will be considered.

There is no substitution of education for experience at this level.
