Duties

Help

You will:

1) Draft policy documents and regulations, soliciting comment (internal and external), and finalize Agency technical/scientific reports and policies; working collaboratively with federal, state, tribal and local environmental agency officials to create and enhance programs.

2) Participates in Agency and interagency workgroups and in stakeholder and other outreach efforts to solicit public and/or expert input regarding future aquatic resource restoration and protection actions, and communicates with states, Regions, associations and others on issues to ensure constructive relations and provide/obtain information.

3) Assist in developing documents and project plans for Stream and Wetland, regulatory tool development and best management practices on aquatic resources.

4) Help evaluate wetland related analyses performed by other agencies, including validity of approaches and methodologies.

5) Support the development of national strategies and guidance in order to assist EPA Regions, states and tribes in the enhancement of state and tribal wetland programs, including establishment and implementation of water quality standards for wetlands and scientific field tools.

This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as: Specialized experience developing environmental regulations, standards or guidelines under the Clean Water Act, and experience with verbal and written communication to explain policies, regulations or processes to various audiences.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

1) Knowledge of a wide range of concepts, principles, and practices in a professional occupation.

2) Knowledge in solving difficult and complex problems and work assignments.

3) Ability in modifying established methods and procedures or making significant departures from previous approches to solve technical similar problems: and evaluating, modifying, or adapting new methods to meet the requirements of particular situations.

4) Knowledge of statutes, regulations, environmental policy and precident descisions sufficient to use in planning. implementing, or monitoring environmental programs and services.

5) Ability to manage assistance and resolve problems.
