Duties

Help

As a LEAD AUDITOR, GS-0511-13, your typical work assignment may include the following:

· Research applicable laws, directives, and other regulatory material to gain audit knowledge.

· Oversee a team of auditors and other staff to ensure proper application of audit techniques.

· Articulates and communicates to assigned teams the audit project, problem to be solved, actionable events, milestones, deadlines and timeframes for completion.

· Lead assigned audit team in identifying, distributing, and balancing workload and tasks among employees to accomplish overall
mission.

· Serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team
members.

· Represent team in dealing with supervisors or managers for the purpose of obtaining resources and securing needed information or decisions on major work problems and issues that arise.

· Research, learn, and apply a wide range of qualitative and/or quantitative methods to identify, analyze, and improve team
effectiveness, efficiency, and work products.

· Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official.

· Communicate team consensus and recommendations to supervisors on actions affecting team and individual awards, rewards and recognition.

· Communicate with supervisor on audit team member performance management issues/problems and to recommend/request related actions such as assignments, reassignments, promotions, tour of duty, peer reviews, and performance appraisals.

· Maintain security and accountability of classified information.

Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret (TS/SCI) Security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

Males born after 12/31/1959 must be registered for Selective Service

U.S. Citizenship is required for this position.

The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

You may qualify for the GS-13 level, if you fulfill one of the following qualifications requirements:

Basic Requirement: A degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting/auditing courses. (The 24 hours may include up to 6 hours of credit in business law.)

OR

A qualifying combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses (the 24 hours may include up to 6 hours of credit in business law) or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Note: Due to the education requirement of this position, an unofficial or official transcript must be submitted at the time of application. If transcripts are not received, you will be ineligible.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-12 level in the federal service or at an equivalent level. Specialized experience is defined as: utilizing professional knowledge of the theory, concepts and practices of accounting and auditing to ensure quality work when conducting audit reviews; analyzing data, drawing conclusions and recommending corrective action; and working as an audit team member ensuring overall projects are accomplished within Generally Accepted Government Auditing Standards (GAGAS) and other established guidelines and timelines.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

1. Knowledge of theories, concepts and practices of accounting and auditing.
2. Skill in utilizing auditing principles, standards and practices to provide overall audit plan and program oversight.
3. Skill in analyzing data, drawing conclusions and recommending corrective actions
4. Ability to lead a team of auditors and other auditing-type personnel.
5. Skill in initiating, developing, maintaining and using interpersonal relationships to interact effectively with internal and external customers.
6. Skill in written communication.
7. Skill in oral communication.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specialized in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
