Provides support for USMMA students making restricted and/or unrestricted reports of sexual assault as well as to those seeking advice when considering whether to make a report and also provides advice to USMMA students reporting or considering reporting sexual harassment
In concert with the staff of the Academy’s Sexual Assault Prevention and Response Office (‘SAPRO”), provides support to individual students regarding all aspects of investigatory, legal, and disciplinary procedures related to disposition of alleged SASH offenses
Conducts legal research regarding matters pertaining to the USMMA, including but not limited to legal review of relevant SASH policies and procedures.
In consultation with Chief Counsel, Deputy Chief Counsel, Counsel to the Academy, and SAPRO staff provides legal review and analysis of proposed SASH related policies and procedures for the USMMA, and of SAPRO training for USMMA faculty, staff, and students on SASH.
In coordination with the Division of Legislation and Regulations in the Office of Chief Counsel (“MAR-225”), assists in responding to Congressional requests for technical assistance and assists in statutory drafting, legislative proposal development, and crafting Congressional testimony.
In coordination with MAR-225, works with USMMA in the development and drafting of regulations orders, instructions, and directives.
Collects relevant documentation in response to Freedom of Information Act requests and coordinates with appropriate USMMA offices to ensure the quality of searches.
Represents OCC in meetings within MARAD and the Department of Transportation (DOT), and with other Government agencies and transportation industry stakeholders.
Reviews proposed Agency actions for sufficiency of legal authority.
Provides legal advice on matters of interest to the Agency, as assigned.
May act as the primary legal counsel to a significant operating or administrative program or in adversarial proceedings where legal questions posed are of an extremely complex nature, except where to do so would conflict with the primary responsibilities of this position related to SASH.

Qualifications
To meet the minimum qualifications for this position, you must meet the EDUCATION REQUIREMENT for the series, provide a copy of your law school transcript for verification, and meet the experience requirements.
To qualify for the GS-14, you must have at leastone yearof experience equal or equivalent to the GS-13, which includes:
At least one (1) year of experience providing expert legal advice and counsel on matters relating to students reporting or considering reporting sexual assault and sexual harassment (SASH) victim status, handling extremely complex and difficult legal questions and factual issues involving the development, interpretation and/or application of legislation, regulations, and legal documents.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Students enrolled in a qualifying degree program can apply if the anticipated graduation date is within six months of closing date of the announcement. Graduation transcript must be received before start date.
