Summary

The NASA Office of Inspector General (OIG) conducts audits, reviews, and investigations of NASA programs and operations to prevent and detect fraud, waste, abuse, and mismanagement and to assist NASA management in promoting economy, efficiency, and effectiveness. The OIG consists of approximately 200 auditors, analysts, specialists, investigators, attorneys, and support staff at NASA Headquarters in Washington DC, and NASA Centers throughout the U.S.

The Office of Investigations (OI) investigates allegations of crime, cyber-crime, fraud, waste, abuse, and misconduct having impact on NASA programs, projects, operations, and resources. OI refers its findings either to the Department of Justice for prosecution or to NASA management for action. Through its investigations, OI identifies crime indicators and recommends effective measures for NASA management that are designed to reduce NASA's vulnerability to criminal activity.

This position serves as the Director of Headquarters Operations and assists the Assistant Inspector General for Investigations and the Deputy Assistant Inspector General for Investigations in their responsibilities for providing agency-level policy and guidance and overall leadership of activities relating to NASA programs and operations.

LAW ENFORCEMENT RETIREMENT COVERAGE: This is a secondary law enforcement position covered under the provisions of 5 USC 8336(c) (CSRS) and 5 USC 8412(d) (FERS).

TRAINING REQUIREMENTS: Satisfactorily complete (or have previously completed) the Criminal Investigation Training Program at Glynco, Georgia, or equivalent federal law enforcement training.

LAW ENFORCEMENT AVAILABILITY PAY (LEAP): LEAP in the amount of 25% has been approved for this position.

Help

The Director supervises and coordinates the activities of criminal investigators and support personnel in the Headquarters Operations Office. Develops, plans, reviews, implements NASA OI investigative programs to improve the efficiency and effectiveness of investigations and assure compliance with applicable statutes, regulations, best professional practices and internal guidelines. Reviews, edits and drafts investigative policies in accordance with newly enacted legislation, guidelines and executive orders. Develops and evaluates criteria and procedures to ensure compliance and effective operations.

Supervises staff that provide oversight to key NASA OI programs, i.e. firearms, confidential funds, sources, and technical equipment. Ensures the NASA OIG Hotline is managed and operated efficiently and effectively. Conducts inspections and peer reviews in accordance with OIG policy and CIGIE guidelines. Prepares and submits written reports that document findings in a clear, accurate and timely manner. Responsible for the technical accuracy of report contents and compliance with established reporting standards.

Works closely with senior level personnel within the OIG in the development of long range planning of budgets, training, travel and other activities that impact the NASA OI. Serves as the authoritative expert, providing advice and guidance on the NASA OIG’s electronic case management system. Works closely with IT Services to develop new processes and reporting requirements, as required. Assists field supervisors and agent with case management, statistical reporting and troubleshooting. Identifies investigator training requirements and coordinates with senior management on effective OI training programs.

Using the case management system, prepares various reports on investigative accomplishments for OIG Senior managers, the Agency and Congress. Coordinates with the field on investigative results for the Semiannual Reports to Congress, the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Annual Report, and other Congressional and Agency reports that are received. Verifies reported statistical data is accurate and timely.

Maintains working relationships with key officials of the Department of Justice and other government departments and agencies, and CIGIE on investigative matters of mutual concern. Recommends and develops policies for and coordinates relationships between the agency and other Federal Agencies, state and local government agencies and nongovernmental entities, on matters relating to the promotion of economy and efficiency or the prevention and detection of fraud and abuse in programs and operations administered or financed by the agency.

Qualifications

Applicants must possess one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Examples of Specialized Experience (GS-14)

Experience with managing and leading a team comprised of investigators and other program support staff; ability to make sound technical and administrative decisions under pressure and to meet changing priorities and deadlines; experience in the formulation of policies, procedures, and standards of investigations; ability to communicate with senior staff, field managers and supervisors regarding technical investigative programs; ability to analyze problems, gather pertinent data and recommend solutions; proficient in writing investigative reports; knowledge of governmental budgeting, procurement, property, financial, and program management; extensive knowledge of criminal investigative policy, procedures and techniques.

Examples of Specialized Experience (GS-15)

Ability to work closely with Federal, military, state, and local law enforcement agencies on matters of mutual interest; ability to advise, brief and solicit information from Agency officials, and others, in order to exchange information, resolve investigative issues and identify emerging trends; ability to manage a broad range of complex criminal investigations involving alleged fraud and violations of the law; in-depth knowledge of criminal investigative policy, procedures and techniques; familiarity with investigative standards, procedures and guidelines consistent with the Inspector General Act of 1978 and CIGIE Investigative Standards.

Current Federal employees must have served 52 weeks at the next lower grade in the Federal Service. Time-in-grade and all qualification requirements must be met by the closing date of the announcement.

MEDICAL REQUIREMENTS: The duties of this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying.
