This position is located in the Department of Defense Office of Inspector General (DoD OIG), Office of the Deputy Inspector General for Administrative Investigations (DIG-AI), Directorate for Whistleblower Reprisal Investigations (WRI). The WRI Directorate is responsible for the conduct and oversight of investigations into allegations of whistleblower reprisal within the DoD.

Duties

Help
  • Supervises of a team of investigators who conduct or oversight sensitive, complex investigations into allegations of whistleblower reprisal.
  • Independently oversights or conducts sensitive, complex investigations into allegations that are considered most sensitive and/or involve senior DoD officials, and other special assignments as directed.
  • Monitors and evaluates team oversight and efforts and quality of written reports for compliance with established timelines, regulations, and policies, and quality standards.
  • Conducts intake analysis of complaints to determine whether the allegations require investigation, defines the scope of investigation, and assigns responsibility for investigation to the appropriate IG or Defense Agency.
  • Conducts on-site investigations using a broad range of investigative techniques.
  • Produces written reports of investigation containing: facts and evidence established in each case; an in-depth analysis of the evidence in light of applicable law, rule and regulation;
  • conclusions regarding whether reprisal has been proven; and recommendations for appropriate corrective action.
  • Serves as liaison with the Inspectors General of the Military Departments and Defense Agencies regarding whistleblower reprisal investigations conducted by their offices.
  • Monitors progress of investigations, provides feedback regarding the quality of investigative reports, and approves recommendations where appropriate.
  • Briefs DoD OIG management, other senior DoD officials, Members of Congress and their staffs on the status and results of investigations, oversight reviews, and special projects.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / SCI security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD OIG).
  • Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD,
  • unless deemed appropriate on a case-by-case basis by the gaining Component.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Permanent Change of Duty (PCS-Relocation) expenses WILL NOT be paid.

Qualifications

You may qualify for the GS-14 level, if you fulfill one of the following qualifications requirements:

Specialized Experience: Applicants must have 52 weeks of specialized experience at the equivalent GS-13 level planning and managing all aspects of reprisal investigations and/or leading an investigation to include interviewing witnesses and gathering relevant evidence, as well as documenting the investigation and writing a report of investigation. Applicants must have experience interpreting and applying Federal laws and regulations and demonstrated experience compiling data via formal interviews and written reports, analyzing evidence and developing written reports, and recommendations gathered during a reprisal investigation. Must have experience using information management programs to include word processing, presentation, spreadsheet, and/or database software.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience and/or education obtained by the closing date of this announcement will be considered.
