Summary

The Laboratory Director for the Plant Protection and Quarantine (PPQ), Science and Technology (S&T), Plant Epidemiology and Risk Analysis Laboratory (PERAL), plans, develops, and implements major agency programs, projects, or activities encompassing especially critical, sensitive, and controversial issues.

Salary Information:  First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.

Help

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:

  • Supervise scientific and administrative staff to carry out scientific work critical to United States Department of Agriculture, USDA’s mission of safeguarding plant and animal resources from exotic pests and diseases, protecting ecosystems, enhancing trade through phytosanitary procedures and managing plant pests.
  • Formulate and achieve short and long-range goals concerning staff operations with particular focus on maximizing the quality of research efforts. The research performed in the organization covers highly diversified programs and often involves extremely urgent and politically sensitive international trade issues.
  • Establish priorities and oversee the development of long-term project plans, resolve resource allocation issues, and manage formal agreements with Federal and State agencies, private organizations, and other cooperators.
  • Represent PPQ in contacts with international, Federal and State agencies, State Experiment Station and Extension Service officials and grower organizations.
  • Designate project leaders and oversees the organization's system of assigning work to individual scientists and support staff.
  • Evaluate all resource needs of the organization, submits formal budgetary and staffing proposals to the S&T Director.
  • Serve as an expert in biological science and pest risk analysis. Provides leadership to theoretical scientific and policy issues of the agency, such as defining an acceptable level of risk.
  • Serve as a liaison with senior officials in the Agricultural Research Service, Foreign Agricultural Service, scientific experts, management officials in non-USDA agencies, state and local government bodies, educational institutions, and business and agricultural organizations and lobbyists.
  • Serve as a senior level spokesperson and negotiator defending highly unpopular agency decisions concerned with international trade and related phytosanitary issues.
  • Serve as an Agency authority in resolving scientific problems associated with the molecular identification of quarantine-significant plant pathogens and make recommendations to the Agency regarding necessary procedural or policy changes.
  • Develop policies and strategies, and lead efforts to address environmental or scientific issues in areas where precedents do not exist.

Special Conditions:

  • Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation. Must maintain a security clearance level sufficient to perform the essential functions of the position.
  • Successful completion of a 1 year probationary or trial period (if new hire to the Federal service)
  • Subject to one year supervisory/managerial probation period (unless prior service is creditable).  New USDA Supervisors must successfully complete all components of the required new supervisory training program before the end of their probation period.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent of this position will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • Occasional laboratory and field visits where is exposure to moderate discomfort.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

BASIC REQUIREMENT: Biologist (0401)
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR, Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience in applying advanced theories, concepts, principles, practices, standards and methods of science associated with plant health, agriculture, or agriculture economics.
  • Ability to communicate effectively and tactfully, orally and in writing, using a diversity of strategies, tactics and means, to a diverse audience, including senior level managers, federal and industry partners, stakeholders, and/or customers regarding policy and operational activities.
  • Experience providing leadership, coordination, and direction of a scientific or agricultural program.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience overseeing large and diverse groups of scientific and administrative personnel with a wide range of educational and professional expertise and understanding of the operational aspects of an agricultural program.
  • Experience planning and controlling the use of resources to meet immediate and long-range objectives and performing the necessary decision making and problem solving required for program execution.
  • Extensive experience in providing leadership, coordination, and direction of a scientific or agricultural program.
  • Ability to communicate effectively and tactfully, orally and in writing, using a diversity of strategies, tactics and means, to a diverse audience, including senior level managers, federal and industry partners, stakeholders, and customers regarding policy and operational activities.

(Note: There is no education substitution for the GS-14/15 grade levels.)

TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university.

  • This position is subject to unscheduled overnight details of undetermined lengths in the event of animal health emergencies or other conditions requiring immediate response, as required by the Agency. (Extensive periods of time may be designated for overnight details.)
