Summary

This position is located in the Office of Inspector General (OIG), Office of Program Audits & Evaluations (PAE), Headquarters duty location in Arlington, Virginia of the Federal Deposit Insurance Corporation.

The Office of Program Audits & Evaluations (PAE) provides the FDIC with professional audit and related services covering the full range of its statutory and regulatory responsibility, including major programs and activities. These audits are designed to promote economy, efficiency, and effectiveness and to prevent fraud, waste, and abuse in corporate programs and operations. This office ensures the compliance of all OIG audit work with applicable audit standards, including those established by the Comptroller General of the United States. It may also conduct external peer reviews of other OIG offices, according to the cycle established by the Council of the Inspectors General on Integrity and Efficiency.

PAE also evaluates, reviews, studies, or analyzes FDIC programs and activities to provide independent, objective information to facilitate FDIC management decision-making and improve operations. Evaluation projects are conducted in accordance with the Quality Standards for Inspections. Evaluation projects are generally limited in scope and may be requested by the FDIC Board of Directors, FDIC management, or the Congress.

Duties

Help

  • Performs analytical work of the FDIC’s financial, accounting, and operational data or information and supporting activities for audits, evaluations, and other activities of PAE that support the FDIC to maintain stability and public confidence in the nation’s financial system.
  • Identifies relevant criteria; selects the methodology, techniques, and procedures to be used to analyze financial, accounting, and operational data or information to meet assignment objectives, which may include information gathering, sampling, quantitative and qualitative research, data and financial analysis, or a combination of such techniques, as appropriate.
  • Collects and reviews background information and research on the financial, accounting and operational aspects of FDIC’s activities.
  • Reviews financial, accounting and operational documentation provided or prepared by program officials to determine accuracy and completeness of information provided, compliance with program controls, or both.
  • Conducts analyses of simple to moderately complex financial, accounting, and operational data or information to assess the economy, effectiveness and efficiency of control systems the FDIC has to support its efforts in insuring deposits, examining and supervising financial institutions; and managing receiverships.
  • Documents evidence to be used to support the analysis of FDIC’s financial, accounting, and operational data performed.
  • Participates in or conducts segments of interviews, briefings, site visits or other meetings with FDIC officials, OIG management, or others.
  • Summarizes and presents to the FDIC, OIG or other relevant officials analysis of the FDIC’s financial, accounting and operational data or information and the findings, conclusions, and recommendations based on such work performed.

Qualifications

For the CG-09 Specialized Experience: Applicants must possess at least one year of specialized experience equivalent in responsibility and scope to the grade 07 level or above in the Federal Service. Specialized experience is experience performing analytical work of financial, accounting and operational data or information and supporting activities for audits or evaluations, or experience that is reasonably equivalent to that described.

OR The completion of a Master's or equivalent graduate degree or at least two full years of progressively higher level graduate education leading to such a degree in a field of study directly related to the work of this position as described in the vacancy

  • Understanding of FDIC’s regulatory responsibilities, supervision programs, enforcement activities, receivership operations, and consumer affairs responsibilities to apply appropriate evaluative and measurement approaches and in determining the extent of compliance with federal financial and banking laws and regulations and in evaluating the FDIC effectiveness in meeting its mission and mandates.
  • Knowledge of commonly used principles and techniques for collecting and analyzing financial, accounting and operational records, reports, management controls, policies and practices.
  • Skill in selecting and applying methods and techniques for analyzing financial, accounting, and operational records, applying established analytical concepts, theories, and related applications to financial management and accounting, program management information systems, and operational effectiveness, efficiency, and control activities.
  • Ability to research and analyze technical issues; financial, accounting and operational data; and related information systems
  • Skill in establishing good working relationships with officials and representatives of governmental and financial institutions at various organizational levels.
  • Knowledge of financial, accounting, organizational and management principles and practices combined with a substantive knowledge of the FDIC’s activities to: insure deposits; examine and supervise financial institutions for safety and soundness and consumer protection; resolve large and complex financial institutions; and manage receiverships. Knowledge of FDIC’s mission, strategic goals and objectives and ability to evaluate programs to make technical and practical recommendations for improvement and compliance.
  • Ability to prepare written materials and present financial, accounting and operational analyses in a clear and concise manner.
  • Skill in establishing good working relationships with agency officials and representatives at various organizational levels.
