Duties

Help
  • Plans, organizes, and conducts quantitative and qualitative analysis of structured and unstructured data.
  • Reviews investigative reports and supporting documentation to uncover relationships between investigations.
  • Acquires and maintains advanced search and reporting tools necessary to identify, extract, analyze, and report data.
  • Provides recommendations to management regarding improved business and management practices for application to agency programs or operations.
  • Reviews information systems for quality assurance purposes.
  • Knowledge of Defense Criminal Investigative Service (DCIS) automated information systems and program analysis and reporting requirements, provides input to the design, development, and implementation of system upgrades.
  • Trains users on the structure and proper use of DCIS automated information systems and investigative reporting requirements.
  • Based on issues identified during analyses and/or inspections, recommends changes to applicable portions of the DCIS Special Agents Manual.
  • Develops database queries using structured query language and logical statements to formulate data structures and retrieval within relational databases.
  • Design database solutions including data warehouses for development to meet mandated agency reporting requirements.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense Office of Inspector General (DoD OIG).
  • Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD,
  • unless deemed appropriate on a case-by-case basis by the gaining Component.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
  • Requires up to 25% of temporary duty travel (TDY).
  • Permanent Change of Duty (PCS-Relocation) expenses WILL NOT be paid.
  • Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.
  • Recruitment/Retention Incentives WILL NOT be paid.
  • Relocation expenses WILL NOT be authorized.

Qualifications

GS-11
You must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9).

Specialized experience is defined as: collecting, analyzing, and reporting results concerning investigative activities; collecting and reporting data in case management systems; assisting in the design, development, operation, or troubleshooting of case management systems; assisting with case management systems administration; assisting with internal inspections and responses to Freedom of Information Act requests.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.

GS-12
You must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11).

Specialized experience is defined as: collecting, analyzing, and reporting results concerning investigative activities and programs; verifying data integrity and validating results reported in case management systems; assisting in the design, development, operation, and troubleshooting of case management systems; assisting with case management systems administration and user training; developing reporting policies, and responses to Freedom of Information Act requests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Only experience and/or education obtained by the closing date of this announcement will be considered.

Education

Education is not substitutable for specialized experience for this grade level.
