Summary

As a Supervisory Auditor in the Office of Audits, Information Technology Division, within the Office of Inspector General (OIG), you will have a leading role in helping the Department of State and the Broadcasting Board of Governors (BBG) improve management, strengthen integrity and accountability, and ensure the most efficient, effective, and economical use of resources. Our activities are global in scope, supporting the highest priorities of the Department and BBG. Our oversight extends to the Department's and BBG's 60,000+ employees and more than 270 missions and other facilities worldwide. We remain at the forefront of efforts to identify potential savings and cost efficiencies for the Department and BBG, and strive to provide timely, relevant, and useful feedback on the progress of their programs and initiatives. Our mandate includes the traditional areas of emphasis for the Department and BBG--including diplomatic and consular affairs, security, international broadcasting, administrative and financial management, and information technology--as well as new initiatives and priorities such as food security, global health and climate change.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

Help

As a Supervisory Auditor, with the Office of Inspector General, Office of Audits, you will be assigned the following duties and responsibilities which include:

  • Supervising audit teams consisting of auditors, management analysts, and information technology specialists carrying out audits that comprise the comprehensive audit program.
  • Developing proposals and recommendations for consideration by the Division Director/DAIG on specific subject matter areas that should be considered in information technology audits.
  • Supervising the development of detailed audit plan for assigned audits.
  • Providing on-site leadership for the conduct of many of the assigned audits and making decisions in connection with specific problems and issues that may arise.
  • Ensuring that audits, related systems reviews, and internal control assessments are performed with technical proficiency, in a timely manner, and in accordance with applicable professional accounting and audit standards.
  • Recommending the expansion or conclusion of an audit based on judgments regarding existing findings.
  • Reviewing and commenting on work papers and overseeing the preparation of audit reports to ensure that findings and recommendations are objective, factual, and in conformance with overall report-writing policies and standards and perform risk assessments.
  • Performing follow-up audits and special studies as may be assigned.
  • Evaluating the performance of team members assigned to include recommending awards, promotions, or disciplinary actions, as appropriate.
  • Advising the Division Director on all matters relating to the audit and evaluation of information technology responsibilities and functions of the Department, BBG, or other entities.
  • Developing, planning, directing, and administering comprehensive information technology audit program of Department and BBG entities located both overseas and domestically.
  • Managing and directing the program and staff in addressing and reviewing issues related to the Department’s efforts to protect its global information technology infrastructure through reviews conducted to ensure compliance with the Federal Information Security Management Act and other related laws.
  • Reviewing and evaluating issues related to the cost effective acquisition, development, implementation, and management of major information technology systems, telecommunications networks, and other technologies.
  • Broad-based planning and general management of activities of the Division to determine the degree to which program objectives are accomplished to ensure compliance with laws, regulations, security provisions, policy decisions, and other similar obligations that affect the Department’s IT community.
  • Exercising overall responsibility for recruiting, hiring, training, developing, evaluating, promoting, assigning work, and awarding staff members, and for promoting the principles of equal employment opportunity.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. All applicants MUST meet one of the
basic qualification requirements described below
for this position:


BASIC QUALIFICATION REQUIREMENTS: A.
Applicants must have a degree from an accredited
college or university in accounting and/or
auditing OR a degree in a related field such as
business administration, finance, or public
administration that included or was supplemented
by 24 semester hours in accounting and/or
auditing. (The 24 semester hours may include up
to 6 hours of credit in business law);

OR B. Combination of Education and
Experience: Have at least 4 years of experience
in accounting, or an equivalent combination of
accounting experience, college-level education,
and training that provided professional
accounting knowledge AND meet 1, 2 or 3
below:

1. Twenty-four semester hours in
accounting or auditing courses. (This can
include up to 6 hours of business law.)

2. A certificate as a Certified Public
Accountant or a Certified Internal Auditor
obtained through a written examination.

3. Have at least 4 years of experience
in accounting AND completion of the requirements
for a degree that included substantial course
work in accounting or auditing, (e.g., 15
semester hours) but that does not fully satisfy
the 24-semester-hour requirement described in
paragraph A above, AND (a) have successfully
worked at the full-performance level in
accounting, auditing, or a related field, (e.g.,
valuation engineering or financial institution
examining); AND (b) a panel of at least two
higher level professional accountants or
auditors determined that you have demonstrated a good knowledge of accounting and of related and
underlying fields that equals in breadth, depth,
currency, and level of advancement that which is
normally associated with successful completion
of the 4-year course of study described in paragraph
A above; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.

IN ADDITION to meeting one of the basic
qualifications requirements listed above,

the applicant MUST have at least one year of
specialized experience that has equipped them
with the particular knowledge, skills, and
abilities to successfully perform the duties of
the position. This experience is related to the
work of the position and equivalent to at least
the GS-13 level in the Federal service.

Qualifying specialized experience must
demonstrate the following:

  • Experience in directing and managing operational programs and staff in an auditing office;
  • Knowledge of Government Audit Standards and other relevant professional standards and legal and regulatory requirements;
  • Experience in overseeing and tracking expenditures against allocated budgets and monitoring and supervising the preparation of periodic reports on the status of projects;
  • Experience overseeing compliance processes and recommending opportunities for improvement and providing day-to-day management and supervision of the on-going compliance analysis and review work and its follow-up reviews;
  • Performing supervisory functions such as recruiting, training, developing, and promoting the principles of equal employment opportunity;
  • Experience in auditing, evaluating or reviewing IT programs/systems, obtained in an OIG or similar position; leading/managing IT audit work to include planning or conducting quality reviews work products.
  • And, the ability to ensure that auditing products are properly developed and documented and are consistent with guidelines and standards."

    • Certified Information Systems Security Professional (CISSP).
