Duties

Help
  • Provides legal advice to the Chief, Legal Counsel, TIG, the Deputy The Inspector General (DTIG), the Principal Director to TIG for Inspections, and members of the US Army Inspector General Agency and inspectors general throughout the Army.
  • Advises on the interpretation of laws, statutes, regulations, and other directives affecting matters of IG interest. Reviews Reports of Investigation, preliminary inquiry, and inspection.
  • Reviews and advises on cases in which IG assistance has been requested. Assists with the review of IG records (Agency and Army-wide) for release as directed.
  • Prepares legal review on Investigations and Inspections for The Inspector General
  • Conducts extensive research to advise on the production of reports of investigative inquiry and reports of investigation on senior officials (General Officers and Senior Executive Service).

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills, and abilities (KSAs) associated with the position:

A) Experience researching and interpreting Agency administrative regulations.

B) Experience providing legal advice and counsel to senior officials/heads of large organizations (to include military commanding officers) based upon those Agency administrative regulations, statutes, Executive Orders, and executive branch regulations.

C) Experience in the field of Administrative Law, which includes advising clients on precedent-setting legal matters as they pertain to Agency Regulations and making authoritative substantive recommendations that impact Agency operations.

D) Resolving legal and practical issues surrounding Agency regulations, ensuring that legal concerns are expeditiously addressed and resolved.

E) Experience reviewing policies, procedures, and administrative regulations to ensure they are consistent with the intent of the foundational statute(s) and are administratively sound, efficient, and economical in operation.

NOTICE OF VETERAN'S PREFERENCE: There is no formal rating system for applying veteran's preference to Attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for Attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active Duty) to their submissions. TIME IN GRADE REQUIREMENT: Applicants currently employed as an attorney by the federal government must have completed one year of time-in-grade at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

QUALIFICATION REQUIREMENTS:

Professional Qualification Requirements: The following minimum qualification requirements must be met before applicants are eligible for further consideration:

Education: Applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD);

Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico;

Experience: Applicant must have FIVE (5) or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-accredited law school in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.This position is in the excepted service. Any selected applicant who is in the competitive service will be taken out of the competitive service when he or she occupies this position and will compete only with other excepted status employees in the event of a reduction-in-force. He or she, however, remain eligible for reinstatement in the competitive service.

  • This position is a TERM position. It is time-limited and may be extended up to a maximum of six years. This position may be converted to a permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least two years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
