This position is located in the Alexandria, VA Office of the Deputy Inspector General for Overseas Contingency Operations (DIG OCO) and reports to a director performing comprehensive writing and report production duties in support of the DoD OIG directed Lead Inspector General mission. The DIG OCO established a Strategic Planning Cell, a Joint Program Management Cell and a Strategic Communication and Outreach Cell. The incumbent serves as a Program Analyst (Visual Information Specialist- Graphic Desgin) and performs duties related to these functional areas. Reports are released to Congress, other Federal agencies and to the public.

Duties

Help

  • Comprehensive knowledge in graphic design to support the production of quarterly report (s) published and presented to Congress, and posted on public internet sites(s).
  • Designs, researches, writes, designs reports, plans, briefings, and other materials that are accurate, timely and suitable for the intended audience, occasion and purpose.
  • Collaborates with others to determine methods for presenting material to include transforming statistical data into visual graphics diagram.
  • Performs comprehensive graphic, visual information, publication design and other technical support duties for the production of quarterly and bi-annual (s) as well as other documents made available to the internet and presented in print form.
  • Researches visual aspects of subject matter to ensure accuracy and effectiveness of information presented; Gathers historical and statistical data for preparation of oral and written communications based on the audience and strategic messages and themes.
  • Exercises technical leadership over all graphic elements and construction of printed and electronic materials, establishing and formalizing standards for design and construction of printed, electronic, and published materials; uses a variety of visual media to. present desired information through print and electronic media; creates specific visual material to be used and synthesizes methods of presentations based on concepts or texts; and recommends modifications to achieve optimum effectiveness in presenting information.
These positions are being filled using 5 U.S. Code subsection 3161 authority. These excepted service positions are temporary and generally available for 13-month increments. This temporary positions may be terminated early or extended beyond the 24-month period based upon incumbent performance and the needs of the OIG.

  • Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
  • New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
  • U.S. Citizenship is required for this position.
  • Requires up to 25% of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)
  • Males born after 12/31/1959 must be registered for Selective Service

Qualifications

  • Comprehensive knowledge in graphic design to support the production of quarterly report (s) published and presented to Congress
  • Knowledge of and skill in the visualization of complex processes and procedures to facilitate the communication of concepts, programs, projects and systems to the intended audience, paired with expert presentation, persuasion and team-building skills.
  • Comprehensive knowledge of and ability to apply oral, written and/or visual design communication techniques to effectively and accurately present technical and explanatory information.
  • Ability to establish and maintain effective working relationship with internal staff and external organizations to maintain awareness of ongoing operations and to conduct reviews.
  • Ability to integrate information from multiple sources
  • Knowledge of qualitative and quantitative analysis techniques to conduct data calls and perform research.
  • Experience communicating verbally and in writing with Command level staff to present, defend and obtain support for OIG personnel and ensure that support facilitates meeting mission requirements.
  • Expertise in interpersonal skills to meet and deal effectively with others at all levels of authority and exert a positive influence.
