This position is part of the IBC HRD Personnel and Payroll Systems Division, Payroll Systems Branch. The branch is responsible for providing, coordinating, and ensuring the financial and payroll development, testing, implementation, and maintenance of the Federal Personnel and Payroll System (FPPS) and related peripheral systems.

Help
  • Analyzes functionality of the system to identify capabilities in relation to existing system needs, system deficiences, and recommends modifications or other solutions to the problem areas.
  • Serves as functional tester, ensuring validation and review of system changes.
  • Provides functional support to clients; responding to questions and issues to system areas.

Qualifications

At the GS-9 Grade level you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-9 grade level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Applicants must have one year of specialized experience that is comparable in level of difficulty and responsibility to that of the next lower grade level (GS-7) in the Federal Service that demonstrates a general understanding of analysis, development and testing techniques for an automated system; interpreting regulations to make recommendations for changes to an automated system, and a working knowledge of Federal payroll processes including pay adjustments, leave, and calculation of pay. OR;

B. Applicants may substitute a Master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR L.L.B. or J.D., in a related field of study. Note: Applicants must provide a copy of their transcripts with their application package, OR;

C. Applicants may substitute an equivalent combination of qualifying graduate education and specialized experience as described above. (For example 6 months of specialized experience and one and a half years of graduate study, i.e. 27 semester hours or 41 quarter hours of graduate coursework as described above).

At the GS-11 Grade level you must meet one of the following qualifications:

A. One year of specialized experience that is comparable in level of difficulty and responsibility to that of the next lower grade level (GS-9) in the Federal Service that demonstrates an understanding of analysis, development and testing techniques for an automated system; interpreting changes in regulations pertaining to Federal payroll processes in order to make changes to a system, and testing system changes, OR;

B. Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 academic years of progressively higher graduate level education leading to such a degree in a related field, OR;

C. Applicants may substitute an equivalent combination of experience and education as defined above which equals 100%. (For example, 6 months of specialized experience as defined above and 2-1/2 years (45 semester hours of graduate study) of graduate education in a related field.)

At the GS-12 Grade level you must meet the following qualifications:

A. One year of specialized experience that is comparable in level of difficulty and responsibility to that of the next lower grade level (GS-11) in the Federal Service that demonstrates expert knowledge of pay and leave regulations; extensive understanding of analysis, development and testing techniques for an automated system; interpreting regulations and related changes to an automated payroll system; and testing complex system changes.

Education does not substitute for specialized experience at the GS-12 grade level.

Only experience and education obtained by the closing date of this announcement will be considered.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
