As a Technical Developer for the CIA, you will drive critical engineering programs and turn user needs into successful development and production programs. You will analyze requirements, propose solutions, conduct engineering analyses, manage development activities, and transition systems to full operation. You will also define baseline project scope and conduct acquisition planning and source selection. Your technical, business, and people skills are key to keeping these technical projects up and running in a dynamic work environment.

Specific responsibilities for Technical Developers include:

  • Define architecture and allocate requirements.
  • Develop and execute system engineering management processes.
  • Identify inter-segment system problems and risk mitigation, and coordinate/manage the resolution process.
  • Lead technical exchange meetings and attend change control board meetings.
  • Lead configuration management process.
  • Conduct efficient, thorough reviews at program control gates.
Opportunities may exist for foreign travel, technical and management training, and assignments in other offices within the CIA.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in one of the following fields or related studies:
    • Biology.
    • Chemistry.
    • Computer Science.
    • Engineering disciplines (Electrical, Computer, Mechanical, Nuclear, Aerospace etc.).
    • Material Science.
    • Mathematics/Statistics.
    • Physics.
  • GPA of at least 3.0 on a 4-point scale.
  • Experience in one or more of the following areas:
    • Additive manufacturing/Rapid Prototyping.
    • Advanced data recovery from damaged storage media.
    • Advanced digital data recovery.
    • Analog design and circuits.
    • Digital design and circuits.
    • Digital Signal Processing design and programming.
    • Fabrication skills in a Prototype Environment Project/program management.
    • Fiber optics and cable communications.
    • Internet/Web technology.
    • Network security and engineering.
    • Programming (C, C++, Internet, Windows 3.X/95/NT applications development, interrupt processing/service routines, device drivers, RS-232 communication applications).
    • Project/program management.
    • Signal processing and analysis.
    • Software Reverse Engineering.
    • Systems Architecting.
    • Systems Engineering.
    • Video design and circuits.
    • Audio design and circuits.
    • Voice/data communications (satellite, RF, wireless and telecommunications networks).
  • Self-starter attitude with initiative.
  • Creativity.
  • Strong interpersonal and communications skills.
  • Ability to work independently and in a group.
