This position is located within the U.S. Department of the Interior, Bureau of Ocean Energy Management, Alaska Region in Anchorage, Alaska.

Duties

Help

At the full performance level, GS-13, the major duties of this position include, but are not limited to the following:

1) Responsible for organizing and administering socio-cultural research projects for analysis and documentation of potential human and community impacts from offshore oil and gas exploration and development activities.

2) Identifies information needs in support of the 5-year oil and gas lease schedule in federal waters of Alaska.

3) Evaluates existing information, ongoing studies (both internal and external to the organization), and develops proposed research design and costs, and prioritizes anticipated study needs.

4) Works closely with stakeholders and Native communities throughout coastal Alaska to develop useful and appropriate research projects and field methods.

5) Works directly with a scientific committee in reviewing socio-cultural plans and projects to assure appropriateness, scientific quality, and completeness.

6) Develops and proposes methods, techniques, and procedures to be used during data collection, analysis, interpretation, and portrayal of data.

7) Evaluates socio-cultural research proposals in response to Requests for Proposals. Comments and recommends changes to proposed methods, techniques, and procedures to be used during data collection, socio-cultural analysis, interpretation, and portrayal of data.

Qualifications

To qualify for the GS-13 grade level, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in: Working directly with coastal community leaders and residents, especially dealing with Native cultures, in communicating and implementing key missing functions such as research implementation, environmental impact statements, or other resource management activities; AND experience successfully analyzing complex, controversial scientific/environmental issues and identifying potential courses of action to address/resolve them.
