Summary

This position is located in the Office of Public Affairs, Consumer Education and Outreach. The Consumer Education and Outreach is responsible for developing and implementing education initiatives designed to help consumers protect themselves against fraud and other violations of the commodities laws. The Consumer Education and Outreach is funded separately from the CFTC’s general budget by the CFTC Customer Protection Fund, a multi-million dollar fund that can be used only for whistleblower awards and consumer education initiatives. This fund was created by the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 and the fund is financed from the monetary awards of enforcement actions that are not distributed to the victims of violations of the law.

The incumbent will serve as an Education Content Specialist with the primary responsibility of educating customers about virtual currency related risks. The work of this position enhances the Commission’s ability to educate customers about the risks of fraud associated with virtual currencies, while taking advantage of various resources within the Commission to inform these customer educational efforts.

Duties

Help

If selected for this position, you will serve as a subject matter expert in virtual currencies to produce materials used in Commission activities that help customers protect themselves against fraud or other violations of the CEA and its underlying rules and regulations. You will anticipate market trends and developments that have the potential to adversely impact customers, such that the Commission should educate customers about potential fraud or other violations of the CEA and its underlying rules and regulations. In addition you will;

Communicate technical information about the markets the Commission oversees in ways that allow diverse audiences and specialized publics to better understand the Commission’s initiatives.

Speak publicly about the risks posed to customers by virtual currencies; to largely focus on communicating information that is developed within the Commission to customers outside the Commission so those customers can make more informed decisions about whether to enter the virtual currency markets.

Serve as project manager and works with other offices to provide authoritative advice and consultation to leadership, the media, federal agencies, and other constituencies on the presentation of technical language and complex topics using messages understood by general audiences.

Draft, review and edit technical content for the Commission online properties, publications, presentations, leadership speeches, briefing materials, talking points, and testimony, and other support necessary to perform the critical functions of the Office of Public Affairs, aimed at helping customers protect themselves against fraud or other violations of the CEA and its underlying rules and regulations

Provide reporting, interpretation, and documenting of data that reflects the efficacy of initiatives, programs, and events.

Report on existing, new and proposed legislation and regulations using plain language so that various audiences can clearly understand the meanings and implications of agency programs and the legislative and regulatory language authorizing them.

Work directly with offices in the Commission to coordinate, plan, direct, and execute projects to convey information concerning Commission initiatives.

Keep abreast of the latest developments in virtual currencies to educate customers regarding the most prevalent fraudulent schemes at any given time.

Use data from internal and external sources to track developments in the virtual currencies markets and other emerging issues, and generates ideas for new educational initiatives, projects, or activities, as well as endeavors to develop evidence-based approaches and methods for measuring effectiveness.

Provide written reports and recommendations relating to analyses undertaken and demonstrates a thorough understanding of assigned markets or projects.

Oversee special projects as assigned by OPA management and performs other duties as assigned.

Qualifications

CT-14 Level: To qualify for the CT-14 level you must meet have at least one year of specialized experience equivalent to the next lower grade (GS/CT-13 level).

Specialized experience is defined as experience using knowledge of economic and statistical theories to anticipate and track virtual currency market trends and developments; experience using expert knowledge of economic theories to identify virtual currency related risks; and experience using knowledge of cash market and derivatives trading data and activity generated throughout the futures trading industry to draft, edit, and review highly technical information.

  • Economics – Knowledge of economics and statistical principles and theories, as well as, knowledge of virtual currencies and applications.
  • Project Management – Ability to exercise a high degree of independent judgment, work under tight timetables and deadlines, and deal with numerous project assignments and competing priorities.
  • Consumer Education – Knowledge of consumer education communication and outreach trends, techniques, and best practices in order to produce materials used in Commission activities.
  • Writing -Ability to recognize or use correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner. Ability to produce written information, which may include technical material that is appropriate for the intended audience.
  • Oral Communication- Ability to express information to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial).
