Summary

Incumbent works for the U.S. Fish and Wildlife Service, Mid-Columbia River National Wildlife Refuge Complex, located at the Complex's headquarters at McNary National Wildlife Refuge in Burbank, Washington. The Mid-Columbia National Wildlife Refuge Complex provides management and support for seven national wildlife refuges and one national monument near the Columbia River in Washington and Oregon, including Cold Springs, Columbia, Conboy Lake, McKay Creek, McNary, Toppenish and Umatilla Refuges, and the Hanford Reach National Monument. Together, 258,000 acres of Refuge sloughs, ponds, streams and islands-riparian and wetland habitat-as well as upland shrub-steppe and cliff-talus habitat are important to migratory waterfowl, shorebirds and songbirds. Few areas in North America support such dense concentrations of waterfowl; more than half the mallards in the Pacific Flyway overwinter at some time in this portion of the Columbia River Basin. Protected by Presidential proclamation in 2000, the Hanford Reach National Monument was the first U.S. Fish and Wildlife Service national monument and the only one within the interior United States. It's a place of sweeping vistas and stark beauty, of towering bluffs and delicate flowers. The Monument is also a reminder of our history. Plutonium reactors stand along the river, remnants of WWII and the Cold War. No longer in production, these reactors are now being dismantled, and the lands and waters cleaned.

This is a Term appointment, not-to-exceed 13 months, which can be extended for a total appointment of 4 years.

  • Independently plans and implements habitat management activities designed to monitor, control, and eradicate non-native or invasive plant species and/or limit plant disease outbreaks.
  • Independently plans and conducts plants surveys and recommends plant management practices.
  • Assists in planning multifaceted plant studies by contributing ideas, determining research methods, establishing practical procedures for accomplishing and reporting the work, and determining other needs, such as costs, equipment and personnel.
  • Uses specialized techniques and methods to collect biological and physical environment data from field investigations and reports findings to determine actual and potential impact on fish, wildlife or plant resources.
  • Assists in planning multifaceted fisheries studies by contributing ideas, determining research methods, establishing practical procedures for accomplishing and reporting the work and determining other needs.

To qualify for this position, you must possess one of the following:

A. I have at least one year of specialized experience equivalent to the GS-6 grade level in Federal Service. Specialized experience is defined as: 1) participating in the planning and conducting of plant monitoring surveys; 2) participating in the planning and conducting of fish surveys; 3) capturing, handling, and tagging or collaring wildlife; and, 4) participating in the planning and conducting of wildlife censuses and surveys. NOTE: Your resume must contain sufficient information clearly showing your performance of all of these duties.
B. I have successfully completed at least one year of graduate level education directly related to this position. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information from the school is not provided in application, 18 semester hours is considered as satisfying the 1 year of full-time study requirement.
C. I have an equivalent combination of education and specialized experience as described above, that, when computed as percentages of their respective requirements, equals at least 100% when combined.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Knowledge of plant species specific to the designated survey areas sufficient to complete the field investigation and gather required data within the timeframe allotted.
  • Ability to communicate orally in order to meet and exchange information with individuals encountered in the scope of regular duties.
  • Skill in written communication sufficient to write reports.
  • Ability to collect biological and water resources data from field investigations and report findings.
  • Ability to follow detailed sampling and laboratory procedures and recognize departures from established quality control and quality assurance guidelines.

  • Qualified: Meets minimum qualifications established for the position, but fails to meet the benchmark definition for the Well Qualified category.
  • Well Qualified: Demonstrates overall competency in the knowledge, skills, and abilities of the position.
  • Best Qualified: Demonstrates high proficiency and comprehensive level of knowledge, skills, and abilities of the position.
The Category Rating Process does not add veterans' preference points or apply the "rule of three" but protects the rights of Veterans by placing them ahead of non-preference eligibles within each quality category.
