Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, located in Beijing, China, Ankara, Turkey, Santo Domingo, Dominican Republic, Ottawa, Canada, Mexico City, Mexico, New Delhi, India, and Panama, Panama City.

This position will be filled through reassignment on a temporary basis for an initial period of not-to-exceed two years. At the discretion of management, the assignment may be extended for additional periods, up to a maximum of five-years. You may be returned at any time to your former position, or to a different position of equivalent grade and pay as the one from which assigned. This is an accompanied tour.

Return Rights: No later than 9 months prior to the completion of your tour of duty at a foreign duty station, you will submit a prioritized list of up to five (5) duty locations to which you prefer to be reassigned within the United States. This list may contain Ports/Areas, Field Operations Offices or a combination of both.

Duties

This position starts at a salary of $105,123 (GS-15, Step 1) to $136,659 (GS-15, Step 10).

  • Representing the Commissioner, United States Customs and Border Protection, and its components, at country team meetings and with the host foreign government and overseas representative of all other U.S. Federal Departments;
  • Directing the overall planning, organizing, administrating, and coordinating of all CBP activities throughout the foreign Area of Responsibility (AOR); and
  • Working Closely with law enforcement personnel on matters involving criminal investigations apprehensions, or detentions.

Qualifications

GS-14: You must possess 1-year of experience that equipped you with the skills needed to perform the job duties. Examples include serving as an expert of border enforcement operations and investigations and the scope, application and interpretation of United States Immigration and customs laws and regulations, relating to the operational jurisdiction of CBP in foreign locations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/15/2018.

Firearms Requirement: You may be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. Annual Leave Accumulation: When you are assigned to a duty station outside of the USA, you earn annual leave at the same rate as stateside. The maximum accumulation of annual leave at an overseas duty station is increased to 45 days (360 hours).
Home Leave: In addition to annual leave, you will earn 5, 10, or 15 days per year of administrative home leave on each two-year assignment, depending on the assigned location. This leave is granted when your assignment is extended for another tour, and is to be used between tours. Home leave should be used in concert with overseas Tour Renewal Travel (OTRT). The government pays your per diem and transportation expenses from your overseas duty station to your former official residence in the United States. It also pays for the transportation expenses of your dependents that accompany you on home leave to your residence in the United States.

Secondary CBPO Coverage: This position has been identified as a secondary position as provided under the special retirement provision of Public Law 110-161 for Customs and Border Protection Officers (CBPO). In order to be eligible for coverage under this special provision, the employee must meet the definition of a 'secondary' covered CBPO. A 'secondary' covered CBPO is defined as an employee who is directly transferred from a primary position to a supervisory, managerial or administrative position in DHS after performing work for at least 3 years in a CBP Officer, GS-1895; Customs Inspector, GS-1890; Immigration Inspector, GS-1816; and/or Canine Enforcement Officer, GS-1801 position whose duties included activities related to the arrival and departure of persons, conveyance and merchandise at a port of entry, and do not have a break in service of more than 3 days. An employee who has been continuously employed in a secondary position since moving directly from a primary position without a break in service exceeding 3 days is covered under the special provision.
