Summary

This position serves as the Assistant National Wildlife Program Manager located in the Washington Office for the Watershed, Fish, Wildlife, Air, & Rare Plants staff area.

The position serves as one of the recognized authorities within the Agency, applies expert professional knowledge to complex and comprehensive wildlife programs and issues. The position develops the overall national wildlife management program, including formulation of strategies, policies, objectives, programs, and procedures for wildlife conservation and habitat management.

Help

Applies expert professional knowledge to complex and comprehensive wildlife programs and issues throughout the Agency and serves as the National Assistant Wildlife Program Manager.

Develops the overall national wildlife management program, including formulation of strategies, policies, objectives, programs, and procedures for wildlife conservation and habitat management.

Assists the National Program Leader with budget coordination and monitoring for the wildlife program which includes coordinating with Regional and national staffs on budget allocations; preparing budget reports.

Represents the National Director for Watershed, Fish, Wildlife, Air, & Rare Plants on committees, in conferences, and at meetings involving wildlife management at the state, local, and Federal levels.

Serves on multiple interdisciplinary teams which require collaboration with personnel inside and outside of the agency, State and Local agencies, private organizations, and other expert personnel to ensure effective identification, evaluation, and resolution of complex natural resources issues.

Leads public meetings, education programs, and technical review committees, as required. Presents clear, concise, and well-structured oral presentations that address the designated issues.

Develops and presents briefing packages and prepares a variety of related reports. Prepares responses to Congressional inquiries, audit reports, inspection reports, and public committees.

Qualifications

To receive consideration for this position, you must meet all qualification requirements by the closing date of the announcement.

Degree:  biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences.

OR

Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

GS-13: One year of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as: Served as a wildlife program manager or technical expert responsible for the development and application of a wildlife habitat management and/or ecology program for forest and project planning and implementation; developed goals, objectives and quality standards in animal ecology, wildlife habitat assessment and terrestrial riparian habitat; provided wildlife input to project environmental assessments; formulated immediate and long range plans for a wildlife ecology program; and designed and implemented complex studies to evaluate the effectiveness of wildlife resource measures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
