Duties

Help

This position will allow you to use your expertise in administration to provide advisory and technical services to higher DHS officials and drawback claimants within the scope of admissibility, entry, import and manufacturing of merchandise and revenue collection. This position starts at a salary of $105,335 (GS-13, Step 1) to $136,936 (GS-13, Step 10) with promotion potential to $136,936 (GS-13, Step 10). Apply for this exciting opportunity to strengthen the Department's ability to perform homeland security functions by overseeing the delivery of services to internal and external customers by front-line employees in an effort to develop and plan process improvements.

In this position, you will strengthen the Department's ability to perform homeland security functions by becoming a valuable member of a team of commercial, inspection, entry, liquidation, and Customs Officer employees. Typical duty assignments include:

  • Acting as the primary point of contact with drawback claimants; e.g. exporters, importers and manufacturers, concerning the refunding of previously collected duties or taxes imposed on imported merchandise, due to subsequent export or destruction
  • Reviewing and making decisions on drawback claims; including performing on-site reviews and analysis of company records to ensure compliance with established directives
  • Documenting and reporting the results conducted and actions taken
  • Conducting public outreach programs and providing guidance to claimants in determining their eligibility
  • Assisting CBP officers in validating a drawback claimant for participation in the automated commercial system (ACS) modules, focused assessments, etc.
  • Performing drawback compliance assessments at company premises and conducting meetings with the trade community when drawback issues arise

Qualifications

GS-13: You qualify at the GS-13 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. Examples include experience in analyzing customs documents; applying customs laws, regulations, and procedures; interpreting customs requirements; or similar experience involving determinations of rates of duty, classification of merchandise, entry requirements, manufacturing & inventory records, export documentation, accounting records, compliance review, providing referrals that require further investigation, and denies or allows petition claims. In addition, experience in reviewing and making decisions independently on the most difficult and complex drawback claims, and participating in public outreach programs, which involve presenting seminars and providing guidance to claimants.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/27/2018.

Additional information

Training: You may be required to attend one to two weeks of paid training at the Federal Law Enforcement Training Center in Charleston, SC.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Supervisory Training: All newly appointed,first-time permanent CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT three (3) weeks, of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Travel: This job may require some travel. Applicants should possess a valid driver's license.
