Duties

Help

  • Serves as the principal Claims Attorney for Fort Lee and its associated claims area of responsibility.
  • Responsible for providing legal advice in the area of risk management to Kenner Army Health Clinic and other supported commands.
  • Responsible for all coordination between the Fort Lee Office of the Staff Judge Advocate and the US Army Claims Service, as well as Litigation Division and the US Department of Justice as needed.
  • Serves as the Deputy Chief, Client Services Division, assisting the Chief, Client Services in all aspects of managing the Division and supervising subordinate personnel within the Division.
  • Serves as a Legal Assistance Attorney, providing legal assistance to all eligible clients pursuant to AR 27-3.
  • Represents clients in a full range of legal assistance matters, to include under the Expanded Legal Assistance Program in the courts of Virginia.

  • Must be willing to submit application to the Virginia Board of Bar Examiners for a certificate as a Registered Military Legal Assistance Attorney in Virginia within 12 months of accepting this position.

Qualifications

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSAs:

1. Knowledge of statutes, regulations, and law related to claims, legal assistance and general administrative law, government ethics, investigations and environmental law, as needed.

2. Ability to analyze, provide advice, and represent the agency and individual clients.

3. Ability to research and formulate legal opinions and decisions regarding claims, client services and, general military administrative and civil law.

4. Ability to provide oral and written opinions.

5. Ability to serve as subject matter expert in all matters Claims related, and in Client Services as needed.

6. Ability to review subordinate attorney and/or paralegal work product and provide guidance as needed.

NOTICE OF VETERAN'S PREFERENCE: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government you must have completed one year of time-in-grade at the next lower grade level or equivalent within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The minimum qualification requirements must be met before applicants are eligible for further consideration.

1) Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

2) Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

3) Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
