Summary

This position is in the Nebraska Division Office, within the Engineering and Operations Team. You will be responsible for the administration of the Federal-aid high program as it relates to project development, construction and contract administration. This position works in coordination with other similar positions as the primary area (NDOT) contact for all construction, design, and contract related issues at the project and program levels. This includes providing technical guidance, review and interpretation of federal law, regulation, and policy. This position also has program oversight responsibilities for pavements and materials.

The ideal candidate is a mid-career and motivated individual with experience administering Federally funded highway programs or coordinating highway projects as it relates to pavements, materials, construction, contract administration or program management; and experience conveying ideas and concepts in meetings and discussions, and in writing.

Help

Serving as the Transportation Specialist, you will:

  • Review projects in accordance with the Division’s risk-based stewardship and oversight plan. This may include review of plans, specifications and estimates (PS&E) for conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of estimated unit prices, fulfillment of requirements from the transportation planning and NEPA process, and proper standard and special specifications and contract provisions.
  • Represent the FHWA in contacts with NDOT and other local agencies reviewing and approving actions and provide technical assistance related to highway transportation concerns as it relates to contracting and constructability.
  • Coordinate and participate in requests for proposals for contracting services, advertising of projects for construction, optimization of construction sequencing, and evaluation of claims.
  • Keep abreast of all pavement and materials issues statewide, with special attention to innovative practices involving transportation facilities. Recommend best practices and solutions to problems, including the use of innovative and technologically advanced applications. Provide policy direction and technical guidance to NDOT on a continuing basis and on a less frequent basis to other agencies and organizations.
  • Perform construction reviews to observe quality, progress, records, and verification that the project is being constructed per approved PS&E. Assures acceptability of construction procedures and material for Federal-aid eligibility. Evaluate and approve action on construction problems and extra work orders.
  • Participate in and contribute to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processe

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:


  • Experience related to transportation project management; planning, scheduling, and coordinating highway or transportation project activities; construction, design or contract administration for highway or transportation projects in accordance with regulations, standards, principles and methods.


To qualify for the GS-11 on Education alone, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify on for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11, it must include:


  • Experience related to transportation project management; planning, scheduling, and coordinating highway or transportation project activities; construction, design or contract administration for highway or transportation projects in accordance with regulations, standards, principles and methods; AND
  • Experience in consultation with others, developing alternatives and helping to resolve technical transportation issues or conflicts that arise with processes or outcomes.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
