Summary

As an Auditor in the Office of Audits within the Office of Inspector General (OIG), you will have a leading role in helping the Department of State and the Broadcasting Board of Governors (BBG) improve management, strengthen integrity and accountability, and ensure the most efficient, effective, and economical use of resources. Our activities are global in scope, supporting the highest priorities of the Department and BBG. Our oversight extends to the Department's and BBG's 60,000+ employees and more than 270 missions and other facilities worldwide. We remain at the forefront of efforts to identify potential savings and cost efficiencies for the Department and BBG, and strive to provide timely, relevant, and useful feedback on the progress of their programs and initiatives. Our mandate includes the traditional areas of emphasis for the Department and BBG - including diplomatic and consular affairs, security, international broadcasting, contracting, administrative, and financial management, and information technology - as well as new initiatives and priorities such as food security, global health, and climate change.

Temporary assignments to hardships posts or areas where adverse situations exist can be expected.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

Help

  • Plan, conduct, and participate in comprehensive audits/evaluations and special inquiries of the Department and Broadcasting Board of Governors (BBG).
  • Determine objectives, scope, and steps needed to complete each assignment. As a member of a team, personally conduct assigned performance audits and evaluations and gather, assemble, and analyze data to formulate findings that satisfy objectives. Develop findings supported by evidentiary data that is technically sound, reasonable, and meet OIG and professional standards, for sections assigned.
  • Interact effectively and maintain professional working relationships with people at all levels, including external organizations, to accomplish objectives. Contribute to a working environment that promotes teamwork and effective communication and that fosters accountability and personal and professional growth. Provide assistance and support to team members and supervisors, share information, and provide appropriate feedback. Effectively resolve most issues encountered.
  • Effectively interview auditees to acquire information needed to complete assignments. Give effective oral briefings and presentations to OIG management on progress of assignments and findings.
  • Prepare a variety of written products that require minimal supervision and revision to include, but not limited to, the following: reports, which include findings and recommendations, that are objective, factual, and in conformance with OIG and professional standards; other timely, high-quality products that are complete, accurate, objective, factual, and in conformance with OIG policies and standards, including work papers, audit summaries, compliance correspondence, memos, etc.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS:

A. Applicants must have a degree from an accredited college or university in accounting and/or auditing OR a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 semester hours may include up to 6 hours of credit in business law);

OR

B. Combination of Education and Experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND meet 1, 2 or 3 below:

1. Twenty-four semester hours in accounting or auditing courses. (This can include up to 6 hours of business law.)

2. A certificate as a Certified Public Accountant or a Certified Internal Auditor obtained through a written examination.

3. Have at least 4 years of experience in accounting AND completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours) but that does not fully satisfy the 24-semester-hour requirement described in paragraph A above, AND (a) have successfully worked at the full-performance level in accounting, auditing, or a related field, (e.g., evaluation engineering or financial institution examining); AND (b) a panel of at least two higher level professional accountants or auditors determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in
paragraph A above; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience independently developing complex audit programs that clearly define scope and steps to accomplish project objectives in accordance with the Government Auditing Standards using an audit management software designed to control audit planning;
  • Experience developing audit objectives and supporting tests and documenting this strategy in the audit plan;
  • Experience planning, coordinating, and conducting performance audits; preparing reports on work processes and programs in accordance with Goverment Auditing Standards;
  • Experience interpreting laws, regulations and criteria as related to audits.
