Help

The successful selectee will perform the following duties:

  • Maintain effective and recurring working relationships with national and local news media.
  • Provide professional advice, guidance and corporate knowledge on a daily basis to Commanding Officers.
  • Provide public affairs direction involving projects with other staff departments.
  • Coordinates and assign all administrative correspondence and news coverage.
  • Plan, organize, staff, direct and control daily operations of the public affairs office.

Requirements:

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Work requires traveling around Guam, the Mariana, and locations can range from optimum media vantage positions to small boats, helicopters, launches and recoveries from aircraft carriers, submarine excursions, to crime, accident, or incident scenes.

Selectee is required to possess or qualify for a driver's license.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reviewing, interpreting, and advising senior executives on public affairs policy and regulations; preparing speeches for members of the media.

For those applicants located outside of the commuting area, a service agreement may be negotiated in accordance with the Joint Travel Regulation and applicable Department of the Navy policies.

Tour of duty will be 24 moths.

Civilian employment in the competitive service in foreign areas shall be limited to a period of 5 continuous years unless interrupted by at least 2 years of physical presence in the United States or non-foreign area.
