This office is located in the Office of Public Affairs, Field Operations Service in one of the seven Regional Offices. The incumbent serves as a Public Affairs Specialist and reports directly to the Director of the Regional Office.

Major Duties:

  • Serves as a planner identifying agency issues of particular interest to the public and employees on which articles are to be based.
  • Utilizes computer desktop publishing applications to produce print-ready layouts.
  • Composes and prepares correspondence, reviews, and clip/transcripts of print and electronic media, uses and maintains reference files and materials, and provides a variety of technical and support tasks for the operations of the office.
  • Arranges and coordinates interviews with local, regional, and national VA officials with representatives of the news media.
  • Plans and executes assignments or projects and resolves problems or deviations in the work according to instructions, policies, or previous training.

Physical Requirements: The work is primarily sedentary but may require standing for up to an hour while making various types of presentations. Ability to speak with or before diverse groups of individuals is necessary. Work is performed in an office setting or in other facilities or installations of VA, some travel is required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Experience as a contributing member of a public affairs team directing a local or regional program responsible for planning, designing, executing, and evaluating a public affairs program.

You may qualify based on your education/experience, as described below:

Education: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or LL. M., if related. This education must have been obtained in an accredited business or technical school, college or university for which a bachelor's degree or the equivalent is the normal prerequisite. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required when solely qualifying on education. (TRANSCRIPTS REQUIRED)
A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes writing and/or developing materials for employee and public communications, research historical, factual, and/or policy information, and write news and feature releases on a variety of subjects; experience establishing and maintaining effective working contacts with news media, service organizations, and other allied agencies.

Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
