The Associate Executive Director (AED) for Procurement Policy, Systems, and Oversight manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government. The AED is responsible for a full range of programmatic and oversight duties, including formulating VA-wide procurement doctrine and policy; developing, implementing and maintaining enterprise acquisition systems; developing and implementing acquisition and risk management; quality assurance, and compliance activities; and conducts the Contracting Officer Warranting Program.

VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $126,148 to $174,500. Exceptions to the cap of the range may be considered in certain circumstances.

Duties

Help

The AED for Procurement Policy, Systems, and Oversight reports to the Executive Director (ED), Office of Acquisition and Logistics (OAL). The responsibilities include, but not limited to the following:

-Serve as the Department's Deputy Senior Procurement Executive

-Manage and oversee critical aspects of the Department-wide procurement program

-Direct the development, deployment and operational assessment of directives to effectively and efficiently implement Presidential Executive Orders, the Federal Acquisition Regulation (FAR)

-Develop and maintain VA's Acquisition Regulations (VAAR) and VA Acquisition Manual (VAAM)

-Oversee the VA Department Debarment and Suspension Committee

-Provides recommendations to the ED OAL for resolving all VA contract protest actions

-Direct implementation and execution of procurement oversight and evaluation program

-Ensure VA's procurement program complies with Federal laws and regulations, presidential directives and OMB mandates

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrated experience managing and directing /procurement program which included formulating procurement doctrine and policy, warranting program, automated acquisition business systems, quality assurance, and compliance activities.

TQ2: In depth knowledge of Federal acquisition practices, policies, regulations, and public laws.
