Duties

Help

As a Human Resources Specialist (HR Development), your typical work assignments may include the following:

- Serve as a program manager for employee development through education and training.
- Develop, review, coordinate, and monitor course presentations for applicability and quality of instruction.
- Develop and conduct training needs analyses using Individual Development Plans (IDPs), and other processes to identify and document training and education development needs.
- Recommend and draft policy and procedure in areas of training and education for use by management and OIG staff.
- Serve as Government Purchase Card (GPC) holder or billing official.
- Serve as program manager for DoD OIG learning management system.
- Serve as program manager and administer training and education programs such as employee orientation, retirement seminars, Contracting Officers Representative (COR) and mandatory training classes.
- Identify, obtain and manage external training vendors in training and education development.

Only experience and education obtained by the closing date of this announcement will be considered.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Other Position Requirements
Position has been designated as noncritical/sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

U.S. Citizenship is required for this position.

Permanent Change of Duty (PCS-Relocation) expenses will not be paid.

If you have not previously completed a probationary period with the Federal Government in a similar position, you will be required to serve a two (2) year probationary period.

Qualifications

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to exercise program administration duties such as research of Federal training law and regulations, coordinating classes, procurement of external training vendors, and tracking employee compliance with training requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level.
