Summary

This position is located in the United States Merchant Marine Academy (USMMA), Office of Human Resources, within the Office of the Superintendent, USMMA.

The Mission of the United States Merchant Marine Academy is to educate and graduate licensed merchant mariners and leaders of exemplary character who will serve America’s marine transportation and defense needs in peace and war. The Academy, one of the five Federal Service Academies, is a degree granting institution fully accredited by the Middle States Commission on Higher Education. Upon graduation, the Midshipmen (male and female) are awarded a Bachelor of Science degree, are licensed as Merchant Marine Officers by the U.S. Coast Guard, and are commissioned as an Officer in an active or reserve component of the U.S. Armed Forces.

This position is established as Head of the Office of Human Resources at the Academy. This position directs the development and implementation of the Human Capital Plan, Strategic Recruitment Plan, the Succession Leadership Plan, and Human Capital Accountability Systems. These Human Resources initiatives are designed to meet Maritime Administration, Department of Transportation, Office of Personnel Management, Chief Human Capital Offers Act (CHCO) of 2002, and legislative requirements. The employee has the responsibility for oversight and administering a comprehensive Human Resource Management program including recruitment and staffing, position management and classification, and employee benefits, and to work with Headquarters Employee/Labor Relations Specialists on employee relations matters, labor-relations, and Human Resources management operations.

Ideal Candidate Statement: The Ideal Candidate must be customer service oriented with unique skills to coordinate with internal and external stakeholders and provide program direction and guidance to all concerned, serving as a technical expert providing advice and guidance to senior management officials. Knowledge of Federal Human Resources regulations is preferred or desired.

Help

As a Supervisory Human Resource Specialist, you will:

  • Advise management officials on status of Human Resources ceiling, onboard strength, and status of vacancies.
  • Support serviced customers by providing advisory/consultant service and assistance involving recruitment strategies, sources, and legal requirements as well as on personnel actions.
  • Advise on entry rates of pay, including technical requirements for advanced in-hire rate requests, for new faculty members, and general schedule staff.
  • Assist the Headquarters Employee/Labor Relations Specialist with Employee and Labor Relations matters to facilitate the movement of information within the Academy.
  • Serve as the technical authority in interpreting and applying Human Resources laws, rules, regulations, and directives.
  • Conduct internal audits to identify problem areas, and develops action plans as required.
  • Administer academy position management and classification program, review, and assign series and grades within delegated authority.
  • Provide oversight to employee benefits program at the Academy. Administer enrollment in and provide accurate information to employees concerning their benefits.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience managing and leading employees responsible for the full range of human resources programs, policies and activities to ensure alignment with organizational strategic goals and missions.




Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
