Summary

This position is located on the Blue Mountain Ranger District for the Malheur National Forest in John Day, OR.

The incumbent is the presale lead on the Blue Mountain and Prairie City Ranger Districts of the zoned timber shop. The duties include assembling the timber sale contract package, determining the type and intensity of cruise needed, and coordinates acreage determination by GPS. It also includes overseeing the cruising and marking of timber and prepares logging plans and verifies logging system settings. Participate on IDT teams as logging systems specialist, and runs the economic analysis and prepares the write up for the project.

Note:  This job is open to Current Permanent Forest Service employees with competitive status and others eligible for special hiring authorities.

Help

The incumbent will perform the following duties:

  • Oversees and participates in preparation of cruise documents, cruising, and marking of timber.
  • Prepares general logging plans and verifies logging system settings.
  • Oversees determination of sale boundaries, proper location of logging roads, acceptable marking and cutting methods, stumpage prices; and the requirements for brush disposal, erosion control, and stand improvement.
  • Compiles and prepares draft timber sale contract packages for review. This includes preparing detailed maps, timber sale appraisals, advertisements, prospectus, bid forms and determines special contract provisions needed to achieve the planned objectives for the sale.
  • Coordinates with resource specialists and timber sale administration team to ensure timber sale preparation and implementation meets the intent of the NEPA decision, improves on efficiencies or reduces conflicts with harvest implementation.

Two full years (36 semester/54 quarter hours) of successfully completed graduate level education (i.e. forestry, forest management, range management, agriculture, ecology, natural resources, and environmental studies)

OR

Masters degree if the coursework is directly related to the work of the position (such as forestry, forest management, range management, agriculture, ecology, natural resources, and environmental studies);

OR

Combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university.

For GS-08:  Examples Specialized experience is defined as

  • Drafting timber cruise plans, performing lay out of timber sale boundaries;
  • Summarizing cruise and marking data for inclusion in reports describing timber quantity, resources, topographic features and timber marking guidelines;
  • Preparing timber sale appraisals and contracts.


FOR GS-09:
One year of experience equivalent to at least the GS-08 level.

OR

    • Determining sample cruise design, selecting sampling methods, completing timber sale cruises.
    • Evaluating logging problems and determining most feasible logging method, considering tractor, skyline or helicopter
    • Gathering data for logging system analysis such as road access, skyline profiles, and landing location suitability.
    • Compiles and prepares draft timber sale contract packages for review. This includes preparing detailed maps, timber sale appraisals, advertisements, prospectus, bid forms and determines special contract provisions needed to achieve the planned objectives for the sale.
