Summary

This position serves as the Communications Officer in the Office of the Chief Information Officer (OCIO) at the Library of Congress. The incumbent reports to the Deputy Chief Information Officer and is the technical authority in the area of communications and responsible for developing and implementing internal and external OCIO communications policies; creating, reviewing and disseminating official and internal communications; overseeing communications projects and strategies targeted at OCIO staff and non-OCIO entities. The incumbent serves as the principal OCIO liaison with other Library communications, public affairs and outreach units.

This position serves as the Communications Officer in the Office of the Chief Information Officer (OCIO) at the Library of Congress. The incumbent reports to the Deputy Chief Information Officer and is the technical authority in the area of communications and responsible for developing and implementing internal and external OCIO communications policies; creating, reviewing and disseminating official and internal communications; overseeing communications projects and strategies targeted at OCIO staff and non-OCIO entities. The incumbent serves as the principal OCIO liaison with other Library communications, public affairs and outreach units.

Serves as the OClO’s technical authority in the area of communications. Manages OCIO’s communications requirements to ensure both quality and timeliness of content, and develops communications guidelines for the OCIO.

Plans, designs, and oversees OClO-wide policies, programs, and procedures governing information dissemination functions for significant and/or controversial agency decisions or actions by the Office of the Chief Information Officer that directly affect large numbers of people.

Working collaboratively with service unit managers, designs, and evaluates a publication and communication program and strategy for OCIO. Develops or approves service unit related informational concepts or content designed to inform, educate, and persuade LC Senior Management officials, service units, specialized groups, and congressional committees.

Acts as the Chief Information Officer's (CIO) principal liaison and internal expert on Library policies, programs, and activities with Congress, constituent communities, and the Library's Office of Communications.

Writes, reviews and/or edits administrative reports, memoranda, policies, procedures, press releases, proposals, congressional documentation, weekly reports, OCIO intranet, OCIO communications to customers and internal to OCIO staff, bulletins, fact sheets, emergency communications pertaining information technology incidents, LOC Gazette feature articles, talking points, brochures, briefings, and other working documents on complex program issues with wide impact. Reviews, revises or edits as needed the contributions of other Communications Office staff writers.

Prepares, reviews, and edits written and oral testimony or statements pertaining to information technology for use at congressional hearings and meetings. Responds on behalf of OCIO to congressional inquiries and questions for the record pertaining to information technology.

Represents OCIO on Library-wide task forces and committees that deal with issues relevant to communications. Advises OCIO management on pertinent strategies, decisions and functions related to the OCIO’s external communications to other Library units. Manages collaborations, partnerships and other interactions with a wide variety of internal stakeholders.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
