Help

The incumbent in this position is a Utility Systems Operator in the Utility Plant Operations unit of the Maintenance & Operations (M&O) section of Engineering Service at the Ralph H. Johnson VAMC, Charleston SC. His/her duties on rotating shifts include a wide variety of tasks involved in the installation, maintenance, repair, and operation of the boiler and chiller plant equipment associated with chilled water and steam production for hospital operation to include, but not limited to, boilers, chillers, blowers, burners, tanks, pumps, motors, valves, traps, piping, switches, sensors, controls, computerized controls, computers, and two-way radios. The position requires direct communications with staff, coworkers, VA Police, customers, vendors, contractors, visitors, etc., and acts as a team player for facility operations. The incumbent's primary responsibility is to support the 24/7 Operation of the Boiler/Chiller plant, provide primary liaison for trouble calls and problem reporting and resolving during off-duty hours and act on behalf of the Chief, Engineering Service during off tour shifts.

Physical Requirements/Working Conditions: This position requires extensive walking, standing, bending, lifting, carrying, pushing and pulling moderately heavy loads (up to 75 pounds) daily and occasionally heavy loads over 100 pounds. Incumbent must be in good physical condition, have good eyesight with or without glasses and not be color blind. Exposed frequently to temperature extremes, drafts, dampness and water.

This position requires working overtime, rotating shifts, irregular tours, in uncontrolled environments, in confined spaces, from ladders, catwalks, pits, etc. The incumbent shall be subjected to the hazards normally encountered in the trade.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The screen-out element for this position is Ability to do the job of a utility Systems Operator, planning and using judgment in operating the Utility plant. (SCREENOUT). The potential eligibles are then rated against the remainder of the Job Elements:

  • Without more than normal supervision

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
