About the Position:

This position is located at Army Contracting Command - Rock Island (ACC-RI).

The U.S. Army Contracting Command was established on March 14, 2008. The mission of the Army Contracting Command is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs.

The Rock Island Arsenal is a major Army installation located in the heartland of America on an historic island in the Mississippi River between Iowa and Illinois. The area is known as the Quad Cities-Davenport and Bettendorf in Iowa and Moline/East Moline and Rock Island in Illinois. We are approximately 160 miles west of Chicago and 180 miles east of Des Moines, Iowa. Help

As a Lead Contract Price/Cost Analyst, you will be responsible for the following:

  • Serves as a Team Leader for a Contract Cost/Price Analysis Team in both pre-award and post-award acquisition environments.
  • Provide authoritative guidance to the command on all contract pricing matters.
  • Trains and/or arranges for the training of team members.
  • Provide critical and complex financial analysis in support of contractor responsibility determinations.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II in Acquisition Career Field Contracting within 24 months of entrance on duty.
  • Defense Acquisition Workforce Improvement Act Career Field Position. DoD Position Certification Level and Training Requirements, All Acquisition Workforce Position Mandated in Title 10, USC, Section 1723. DoD 5000.52-M, DoD acquisition Career Development Program, contains specific requirements for acquisition categories and grades/levels. Upon entry into an Acquisition position, the incumbent has 24 months to complete the position requirements without needing to obtain a waiver.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Lead Contract Price/Cost Specialist:

A Bachelor's degree from an accredited educational institution AND at least 24 semester hours of study from an accredited institution of higher education in any of the following business related disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

OR

A current civilian, Department of Defense (DoD) employee occupying a GS-1102 Contracting position with authority to award or administer contracts above the simplified acquisition threshold in DoD, AND have been in this type of contracting position since September 30, 2000.

OR

A current DoD employee not in a GS-1102 position, but who occupied a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold in any Federal agency prior to 30 September 2000.

OR

A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before 30 September 2000.

AND

Specialized Experience: One year of specialized experience which includes: Performing contract price, cost, and financial analysis; Analyzing contractor's projected estimated proposal costs for reasonableness; Reviewing in detail the significant contractor-proposed direct and indirect cost elements; Reviewing technical and audit reports of contractor proposals; Advising contracting officers and contract specialist of price or cost analysis report findings; and Forecasting pricing trends relative to contract pricing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
