Summary

The selectee for this position will serve as a DIRECTOR OF REQUIREMENTS ASSESSMENTS AND COMBAT DEVELOPMENT in the REQUIREMENTS ASSESSMENTS AND COMBAT DEVELOPMENT (N8 DEPARTMENT HEAD) of COMNAVSPECWARGRU THREE. You will serve as the primary advisor to the Commander, NSWG-3, for the current year program execution as the primary operator/user of numerous undersea mobility platforms.

Help

The successful selectee will perform the following duties:

  • Create strategic plans to meet long term goals.
  • Develop long range plans related to the use of manpower and equipment to verify resources are available for future work.
  • Engage with counterparts in support of mission priorities, requirements, and resources.
  • Develop program objective memorandum (POM) issues to capture program needs for funds (e.g., procurement, operations and maintenance, research development testing and evaluation (RDT & E), manpower resources).
  • Oversee the development of a requirements generation and capabilities process.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Please Note: Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.


Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing management oversight, technical and analytical expertise and recommendations for undersea combat mobility platforms (i.e. SEAL Delivery Vehicle (MK8 SDV), Shallow Water Combat Submersible (MK11 SWCS), and Dry Combat Submersible (DCS).
