Summary

This position is located in the Acquisition Management Office, Office of the Deputy CIO for Resource Management, Office of the Chief Information Officer. The mission of the Office of the Deputy CIO for Resource Management is to provide support to the Office of the CIO in the areas of human resources, contract administration, and financial management activities. The primary function of the Acquisition Management Office is to administratively manage an array of support services and product contracts ranging from critical labor-reimbursable support services to commercially available products and services to directly support DOE program, field, and staff offices.

A successful candidate in this position will be responsible for providing acquisition and program management support for OCIO contracts and projects that directly supports both DOE Headquarters and the National Laboratories. The position requires skill in the application of acquisition planning and implementation techniques.

Help

As a Business and Industry Analyst, you will:

  • Serve as a Contracting Officer’s Representative (COR) as a liaison to review statements of work to ensure they convey the expectations of the technical monitors to the vendor. Will also review the contract management plan to monitor the completion of each task assignment ensuring that funding is available. This includes the development and implementation of vendor integration plans; the development of work orders and work projects, contract modifications, contactor surveillance plan; review and approval of contract deliverables; review and approval of vendor invoices; and timely and comprehensive contractor performance reporting.
  • Support Headquarter program and project teams in developing implementation plans and procedures to support Government-wide category management initiatives within the IT domain.
  • Support best practices and lessons learned activities to IT asset management and acquisition solutions by gathering of data to support data-driven decision making by senior officials.

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialized experience for this position is defined as comprehensive and expert experience working with Federal acquisition regulations, policies, and procedures and interact with procurement and contract management staff in order to provide effective and expert process service support for commercial product acquisition packages and monitor contract execution for a large department within an agency or organization. Examples may include:

  • Experience providing technical direction to contractors and monitoring their activities for compliance.
  • Experience developing Statements of Work/Objectives with quality measures.
  • Experience maintaining effective working relationships with field office, contractor, and headquarters personnel with diverse technical backgrounds in order to provide expert strategic support services and commercial product acquisition strategies and contracts to fulfill project and program requirements.
  • Certified Project Management Professional (PMP) is preferred.
GS-09:

Applicants must possess one year of specialized experience equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:

1) experience in supporting a team that analyzed and evaluated programs/projects related to the IT industry

2) experience in supporting the conduct of studies and analyses of actual or potential problem areas and root cause analyses.

GS-11:

Applicants must possess one year of specialized experience equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. 1) experience in analyzing and evaluating work related to program/project management;

2) experience conducting studies and analyses of program/project objectives, actual or potential problem areas, and root cause analyses.

  2. Knowledge of a principles, concepts, and practices, as well as consultative skills sufficient to provide consultative services to CIO and the Office of the CIO management team involving the information technology products and services.
  3. Knowledge and ability to function as a team member, accepting assigned work, providing constructive feedback and status as required, and coordinating the work of other team members.
  4. Knowledge of governmental, international, and industry policy and legislation applicable to IT management investments and acquisition solutions.
  5. Knowledge of Federal Government acquisition/procurement processes with the ability to plan, develop, and make effective oral and written presentations.

Education:

An applicant may substitute Education for specialized experience as follows:

GS-9 Grade Level:

  • A Master's or equivalent graduate degree commensurate with the knowledge, skills, and abilities (KSAs) found in this vacancy announcement; or
  • 2 full years of progressively higher level graduate education leading to such a degree; or
  • A combination of both graduate level education beyond the 1 year of graduate school commensurate with the KSAs and specialized experience equivalent to next lower grade level (i.e. GS-7) found in this vacancy announcement.
GS-11 Grade Level:
  • PhD or equivalent doctoral commensurate with the knowledge, skills, and abilities (KSAs) found in this vacancy announcement; or
  • 3 full years of progressively higher level graduate education leading to such as degree; or
  • A combination of both progressively higher level graduate level education beyond 2 years of graduate level education leading to a PhD commensurate with the KSAs and specialized experience equivalent to next lower grade level (i.e. GS-9) found in this vacancy announcement.

You will be evaluated for this job based on how well you meet the qualifications above.
