This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Environmental Programs (OEP), in Sterling, VA. For each major stage of offshore energy and mineral planning, exploration and development, the OEP conducts environmental analyses under a suite of statutory mandates, Secretarial Orders, and Presidential Executive Orders. The incumbent serves as the Headquarters Tribal Coordinator and as a BOEM subject matter expert for tribal consultation in OEP. The incumbent is responsible for overall development and implementation of program policy and analyses on matters concerning tribal consultation, collaboration, and outreach.

This is a permanent, full-time, career/career conditional appointment.

Salary Information
GS-13: $94,796-$123,234 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy is also announced as BOEM-MMGG-18-RD-029(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Help

At the full performance level GS-14 the major duties of this position include, but are not limited to the following:

  1. Serve as BOEM’s national Tribal Liaison Representative (Coordinator) and subject matter expert for tribal consultation related to Outer Continental Shelf energy and mineral planning, exploration and development.
  2. Lead the Bureau Tribal Working Group comprised of the HQ, Regional, and Program Office Tribal Liaison Representatives.
  3. Coordinate Bureau activities under the National Environmental Policy Act, Executive Order 13175- “Consultation and Coordination with Indian Tribal Governments” and Alaska Native Claims Settlement Act (ANCSA) corporations, and related departmental and Bureau policies and practices.
  4. Support and advice the Bureau’s Tribal Liaison Officer on issues related to Government-to-Government consultation and coordination.
  5. Make recommendations on Bureau Tribal policy and practices.
  6. Develop and implement program policy and analyses on matters concerning tribal consultation, collaboration, and outreach.
  7. Maintain and improve relationships with tribal governments and representatives by serving as the technical lead and primary point of contact for the Bureau for tribal outreach and engagement at the Department and Federal levels, often discussing complex and potentially controversial tribal and related regulatory issues.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the specialized experience for the grade to which you are applying.

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) applying statutes and laws pertaining to Tribal Trust responsibilities and/or government-to-government consultation with Federally-recognized Native American tribes, Alaska Natives, or indigenous communities; 2) serving as the main point of contact for collaboration with tribal and community partners; and 3) facilitating reviews of environmental documents and agency related federal actions to determine whether they may have tribal implications.

  • Technical Knowledge- Knowledge and understanding of the culture, history, treaty obligations, and American Indian case law pertaining to the US Government’s relationship with Native Americans, Native Hawaiians, and Alaska Natives.
  • Interpersonal Communication- Knowledge of the theories, principles, and techniques for building successful relationships with historically marginalized indigenous communities. Ability to bring together disparate groups with divergent views about sensitive topics and facilitate discussions among them, leading to productive outcomes with long-term success.
  • Written Communication- Skill in communicating effectively in writing in order to produce quality technical documents, to include research and white papers, sections for NEPA environmental review documents, policy documents, governmental reports, briefing documents, presentations, and written correspondence to tribal governors.
  • Policy- Skill in interpreting natural resource management policies, statutes and laws and how they may impact relationships, expectations and ability to work with tribal governments.
