Summary

The selectee for this position will serve as a SECURITY GUARD in the OPERATIONS DIVISION of COMMANDER, NAVAL INSTALLATIONS COMMAND NAS JACKSONVILLE SEC DET.

*This position is located at the Relocatable Over the Horizon Radar (ROTHR) Site on Vieques Island, Puerto Rico. The purpose of this position is to conduct entry and access control, support protective services work while guarding U.S. Navy installations, activities and facilities; critical national strategic warfighting assets; personnel and property.

*Vieques is an island off the coast of Puerto Rico. Therefore, for individuals not residing on Vieques, air or ferry travel would be required to get to work. The cost of air travel from various locations in Puerto Rico to Vieques could range from $34 to $100 or more one way, depending upon the location from which you travel. The cost of taxi/rental car to the Ferry could range from $30 to $60 and up depending upon the location from which traveling. The Ferry cost could range from $2 to $26 and up depending on if you are a walk on or brining your vehicle onto the ferry. Temporary housing on Vieques could range from $500 to $7000 per week. However, it is possible to locate other housing for less than $500 per week, if you are willing to check in and out of facilities on a daily basis. However, it is strongly advised that you conduct your own research regarding the travel and housing cost for Vieques. In addition the Ferry authority may give priority to Vieques residents over non-residents going to and from the island.

The successful selectee will perform the following duties:

  • Controlling personnel access by monitoring the identification of individuals entering controlled areas.
  • Respond to radio dispatch calls for assistance in maintaining the safety and security of people and property.
  • Use specialized access control equipment (e.g., pop-up barricades, explosive detection equipment) to control access to an installation or secure area.

Must successfully pass (no felony convictions) an initial criminal background check and annual review.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Please Note: Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.

Initial and recurring mandatory drug testing with no positive results of drug usage.

Selectee will be required to successfully complete a pre-appointment physical examination.

This is a Mission Essential position. The incumbent must ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Selectee must obtain and maintain a current valid United States driver's license.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Screening personal and commercial vehicles; 2) Controlling personnel access by verifying identification; and 3)
Patrolling buildings or perimeters for suspicious activity.

*This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is the ability to speak Spanish with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics and to read Spanish standard newspaper items addressed to the general reader, routine correspondence, reports, and technical materials in the individual's special field.

Must be 21 years of age.

Must obtain and maintain current certification for CPR and First Aid.

Must successfully attend and graduate from the established 4 week Navy Security Guard Training Course consisting of various subjects pertaining to vehicle entry 1 access control, building security checks, monitoring, and other security related duties.

Must successfully pass the basic training academy and required annual sustainment training, including Non-Lethal Weapons training, firearms training, first aid, CPR and approved physical agility/readiness test.

Must pass periodic proficiency, examinations in the use of firearms, expandable baton and the application of defensive spray.

Ability to pass an initial physical examination, annual physical examination and continue to be physically fit.

Required to wear a uniform and comply with grooming standards. The incumbent will be required to wear protective clothing such as a ballistic vest, helmet, etc.

Required to render appropriate honors (salute) while manning ECPs. Be able to discern colors, contrast, and depth LAW OPM standards.

Call back and emergency overtime may be requirements of this position.

Work may include assignment to first, second, third or rotating shifts to include weekends and holidays

Additional information

Required to successfully complete a periodic physical abilities test and must routinely participate in defensive tactics, handcuffing and firearms qualification requiring physical stamina and agility.

Required to carry firearms or other weapons authorized for their specific jurisdictions (i.e., applicable Navy, Federal, and State certifications) and required to re-familiarize themselves with authorized weapons periodically and demonstrate skill or proficiency in their use. Must be proficient and maintain proficiency in the use of side arms, shotguns and long guns. Must pass weapons qualification semi-annually.

Physical Demands: This work requires, on a regular and recurring basis, considerable and/or strenuous physical exertion such as lifting/dragging heavy objects over 50 lbs., crouching or crawling in restrictive areas during inspection activities, defending oneself and others during physical attack.

Work Environment: Work is performed for the most part outdoors in the heat, cold, rain and wind during the hours of daylight and darkness; with work in or under extremely dangerous conditions. The work environment regularly involves high risk with exposure to potentially dangerous situations or unusual environmental stress which requires a range of safety and other precautions. The incumbent may also work in arms where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to fumes, noise, and heat.

Must be able to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
