A collaborative effort, Federal/State Partnership links NEH with the councils. This partnership makes humanities education and programming readily available at the local level, uniquely tailored to local interests and needs. Among other responsibilities, Federal/State Partnership oversees the councils' congressionally appropriated general operating support grants, carries out rigorous reviews and on-site evaluations of the work of the councils, and maintains network-wide communication. The office assists the councils to support excellent humanities programming while exercising responsible stewardship of public funds.

Responsible for the oversight and expenditure of program and administrative funds for the Federal/State Partnership in accordance with agency policy and federal regulations.
Actively manages the self-assessment review process for state humanities councils and oversees all phases of its implementation. Regularly conducts site visits. Ensures that state humanities councils understand their roles and responsibilities in the process and meet established requirements and timetables. Oversees the preparation of summary review materials and coordinates assignments within Federal/State Partnership. Works closely with agency senior staff, appropriate committees of the National Council on the Humanities, and other partners. Stays abreast of developments in the humanities and best practices in the area of non-profit management and board governance.
Supervises the work performed by a small professional staff. Responsible for assigning duties and responsibilities; recommending recruitment, promotion, and reassignment; providing instructions, supervision, and coordination of assignments as necessary, and appraising performance.
Responsible for the accurate presentation of the goals, policies, and procedures of Federal/ State Partnership to a range of audiences, including the Federation of State Humanities Councils, the general public, other federal and state agencies, and other offices within the Endowment. Develops working relationships with the state councils, the Federation of State Humanities Councils, and NEH's programmatic divisions, in addition to a variety of cultural institutions.
Advises the Chairman, other NEH staff, and the National Council on the Humanities on nationwide needs and opportunities for extending the reach of the humanities through the partnership with the state humanities councils and in conformance with the agency's strategic plan.

At the GS-14 level Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-13 level or equivalent experience.
Specialized experience is professional humanities experience working in organizations such as colleges, universities, scholarly or grant-making organizations, or other non-profit cultural organizations. The applicant's work would have included overseeing and monitoring on-going humanities programs that required extensive training and experience, and that demonstrated leadership and unusual attainments, or other professional humanities work of equal importance, difficulty, and responsibility. All related experience must be performed in a leadership/supervisory capacity.
At the GS-15 level Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-14 level or equivalent experience.
Specialized experience is professional humanities experience working in organizations such as, colleges, universities, scholarly or grant-making organizations, or other non-profit cultural organizations. The applicant's work would have included planning, directing, and/or executing major professional humanities programs, that required extensive research, planning, implementing, and overseeing new and on-going programs; conducting high-level meetings and presentations; organizing work and setting priorities; determining short- or long-term goals and strategies to achieve them; or professional humanities work of equal importance, difficulty, and responsibility. All related experience must be performed in a leadership/supervisory capacity.
Education
A Master's degree or higher from an accredited institution in a discipline of the humanities is preferred. A Master's degree from an accredited institution is required.
