This position is located within the Corporate Communications Department of Naval Air Warfare Center Aircraft Division, Patuxent River, MD. The selectee will serve as a Supervisory Public Affairs Specialist, NM-1035-05, who will be responsible for developing and managing assigned communications program. He/she will also provide supervisory and organization management for subordinates in support of agency mission goals and objectives.

Help

The successful selectee will perform the following duties:

  • Plan, direct and integrate public affairs, strategic, internal and external communications and visual information services for Naval Air Warfare Center Aircraft Division's Corporate Communications structure.
  • Develop long-range public affairs goals and objectives for the agency.
  • Establish new, revised or improved planning policies, practices and procedures for assigned program.
  • Initiate and oversee preparations for release of appropriately cleared material for intended audiences, which is to be used in news releases, articles, statements, answers to press queries and other media sources.
  • Oversee and provide speech writing services for higher level officials.
  • Keep abreast of congressional interests relating to potential public affairs issues.
  • Provide supervisory, administrative and technical support to assigned subordinates.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level/pay band. This requirement is called time-in-grade/time-in-band. Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Qualifications

In order to qualify for this Supervisory Public Affairs Specialist NM-1035-05 position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized Supervisory Public Affairs Specialist experience at or equivalent to the NM-04 STRL Pay Band or equivalent GS-Grade Level or pay band in the Federal service or equivalent experience in the private or public sector. Qualifying specialized experience for this position includes most of the following: (1) Demonstrated job experience in public affairs strategy and tactics; (2) Providing public affairs advice and counsel to senior leadership; (3) Developing and executing communications plans; and (4) Evaluating the work performance of subordinate employees.

This position also has a selective place factor requirement that entails applicants to have work-related experience developing and executing communication strategies and plans.
