OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Supervisory Auditor, located in the Office of Audits and Evaluations, is responsible for planning and conducting IT and security audits. The incumbent is also responsible for assisting the Division Director in managing the administrative activities of the division, and supervising a staff of auditors, management analysts, and support personnel.

Help

As a Supervisory Auditor, you will:

- Manage and direct a broad range of performance audits in the area of IT and security, requiring integrated analysis of a number of different information systems, as well as management programs, processes, operations, and functions of VA through a subordinate staff of auditors and analysts.

- Maintain a mastery of a professional knowledge of the theories, concepts, principles, and practices of accounting and auditing practices, including Generally Accepted Accounting Principles, Generally Accepted Auditing Standards, and Government Auditing Standards, internal control, contracts management principles, and grants management principles necessary to administer individual assignments requiring an integrated analysis of a number of different operational programs and accounting systems; to carry out Audit Manager responsibilities in the performance of these assignments; and to serve as a technical expert.

- Develop and design program plans and innovative approaches where no precedents exist and/or develop creative solutions to controversial problems; direct teams; structure assignments; react to unexpected complex developments during the execution phase of the performance audit, evaluation, inspection, or review, which may require modifications to the program plan; draft persuasive and concise reports and briefing materials; and determine the completeness and sufficiency of the work papers and related evidence developed by the staff members.

- Recommend areas to be covered and plans efforts in different locations and at different organizational management levels, develop new approaches where no precedent exists and work with highly interpretive laws and regulations, and target areas of highly controversial problems. Additionally, the projects managed by the incumbent may involve shaping major programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to the agency.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of experience at the GS-13 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position which includes:

• Planning or conducting audits, reviews, or evaluations of major program(s); AND
• Communicating program issues, justifying conclusions reached and recommending courses of actions in an audit environment; AND
• Leading teams of auditors to provide products (such as audit reports, design matrices/audit plans, or white papers) within set deadlines; AND
• Performing formal and informal briefings and presentations of a technical nature to high-level management that requires defending a position or gaining support from the audience in an audit environment.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory probationary period may be required.
