Summary

The position of Director, Chesapeake Bay Program Office (CBPO) is responsible for providing leadership and direction to the Chesapeake Bay Program, a unique, regional partnership derived from Section 117 of the Clean Water Act to direct the protection and restoration of the Bay. Formed in 1983, the Bay Program coordinates efforts among 6 states (MD, PA, VA, WV, DE, NY), the District of Columbia, the Chesapeake Bay Commission, a tristate legislative body; and EPA. The partnership recently welcomed West Virginia, Delaware and New York as full signatories to the 2014 Chesapeake Bay Watershed Agreement.

The CBPO Director is the Senior Executive responsible to administer several different grant programs: 1) implementation and monitoring grants to the States to support implementation of the Chesapeake Bay agreement; 2) technical assistance and assistance grants to nonprofits, state and local governments, academic institutions and others to support carrying out the CBP’s mission; and 3) a small watershed grants program. CBPO includes an annual appropriation of about $70 million and is supported by approximately 23 EPA staff. CBPO supports a “campus” of about 70 additional personnel from other Federal Agencies, grantees and other partners who also support and contribute to the mission of the CBP. CBPO also manages the facilities and information technology support for the Office and campus.

CBPO is also responsible for implementing the requirements of the Chesapeake Bay Accountability and Recovery Act of 2014. This includes coordination of data collection for an annual federal/state cross-cut budget submitted through EPA Mid-Atlantic Region and OCFO to The White House, as well as collection and distribution of studies and reports on program implementation through the Independent Evaluator a minimum of every 2 years.

The CPBO Director administers two primary program offices: the Office of Partnerships and Accountability, and the Office of Science, Analysis, and Implementation.

1. Program Planning: Plans the development and execution of new or modified rules, regulations, policies, and practices pertaining to Office functions with EPA officials and other interested Federal and non-Federal government officials, as well as representatives of private industry, agricultural groups, environmental organizations and the general public. Evaluates program plans and activities by considering all of the factors which may influence the program, e.g., support for economic growth vis-a-vis the requirement to control pollution, and collaborates with other key officials within the Region and with other Federal and non-Federal government officials in developing plans and programs, both immediate and long-range, to be formulated and carried out by the Region (and indirectly by the states and localities that comprise the Region) in order to achieve the legal, regulatory, and policy objectives of the Office’s programs.

2. Program Organization: Receives input from planning and resources management staffs and determines the allocation and utilization of resources, including financial and manpower, required to accomplish the program within the parameters established by legislation and Agency policy. Reviews organizational and functional assignments in terms of meeting program goals and objectives. Integrates the various components of the program(s) into a viable overall program that balances program objectives with various program realities and constraints. Collaborates with key Regional/Agency-level officials, administrative and technical staff in defining program priorities and requirements. Recommends Regional/Agency policies in these areas and formulates the regional strategy to support requests for staffing and funding needed to implement the program.

3. Program Direction: Accomplishes or directs the actions involved in redirecting work, establishing priorities, and changing program emphasis. Explains policies to subordinate supervisors and managers and ensures they are carried out. Monitors the accomplishment of and reviews all projects and initiatives pertaining to the program. Makes decisions in the administration of the work within broad overall Regional policy and makes recommendations to the Regional Administrator in those cases that seriously affect established policies or require new policy decisions.

4. Program Coordination: Accomplishes or directs the actions involved in coordinating the program with internal and external organizations, determining or recommending actions to be taken. Maintains effective relations with interested groups. Establishes liaison positions and meets with key officials of EPA, other Federal and non-Federal agencies (including representatives of state and local governments), representatives of private industry, professional groups, environmental organizations and the general public to ascertain problems and advise and coordinate on all aspects of the Office’s programs. Coordinates with the Regional Administrator and appropriate Assistant Administrator on specific problems which may arise, especially those of a precedent-setting or unusually controversial nature.

5. Program Control: Establishes or directs the establishment of controls to monitor and evaluate the work of the Office’s program. Evaluates existing policies and procedures by reviewing reports, conducting field visits, performing or directing the performance of periodic and special studies; studying complaints from interested persons and groups; and studying evaluation reports prepared by other agencies and organizations. Determines the existence of developments and trends which appear to significantly influence Office programs and recognizes the need for further study if necessary.

6. Program Operations: Directs the day-to-day operation of the program, such as by providing technical and policy guidance to state, local and Regional offices to ensure proper interpretation and consistent application of Federal regulations and statutes at all government levels; and by coordinating activities with state and local governments to maximize the effectiveness of Regional pollution abatement activities.

7. Program Management: Supervises a large Office of employees organized into units headed by subordinate managers and supervisors. Plans for staff development including assessment of training needs, and performs supervisory duties involving the establishment and filling of positions, promotion and assignment of personnel, the provision of employee and labor relations services, the taking of disciplinary actions, and overall administration of human resources and equal employment opportunity programs within the Office. Develops and implements the Office’s administrative and program budgets.

Qualifications

ES-0340 series: The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

Applicants must have one year of experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to perform successfully. You will be evaluated on the following Executive Core Qualifications. Please provide a narrative not to exceed two pages per ECQ and not more than 10 pages.

ETHICS: The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
PROBATIONARY PERIOD: Must complete 1-year SES probation period, if not previously completed.
