You will serve as a Highway Safety Specialist in the Office of Research and Program Development (RPD), within the Office of Safety Programs (OSP). Provide wide-ranging assistance to management responsible for providing national leadership in developing and improving highway safety programs aimed at reducing highway crashes, injuries, and deaths. You will be primarily concerned with development and promotion of new programs, providing technical guidance and support, and coordinating program activities relative to traffic safety involving national, regional, State, and local communities.

The ideal candidate for this position possesses a broad based general knowledge of highway safety particularly as it relates to changing attitudes and behavior of all road users. The individual must be capable of managing procurements and evaluating technical information and reports related to motor vehicle crashes through the use of database structures and software applications. The candidate must also analyze technical reports to propose and support specific actions based on these assessments. To be successful at assisting the agency in its goal of identifying and eliminating motor vehicle crashes and fatalities, the ideal candidate must be a self-starter, work with minimal supervision, possess strong interpersonal skills, and be able to communicate effectively orally and in writing.

Help

The Highway Safety Specialist:

  • Under general guidance from the supervisor, conducts data analysis to identify and define highway safety problems in assigned program areas, develops and manages programs designed to improve identified highway safety problems, and provides technical assistance to NHTSA Regional Offices, and public and private organizations at the national, state, and local levels in all facets of developing, implementing and evaluating highway safety programs in the areas of motorcyclists, pedestrians, bicyclists, older drivers and school transportation.
  • Under guidance of the supervisor, represents NHTSA, as directed, in venues such as the annual Lifesavers Conference, National Transportation Safety Board (NTSB), Transportation Research Board (TRB), Governors Highway Safety Association (GHSA), program specific trade associations, and as a NHTSA representative with other similar professional associations. Actively participates in activities by presenting programs and policies and initiating appropriate action, resolutions, and measures to ensure the objectives of NHTSA programs.
  • Under the guidance of the supervisor, performs a number of writing and editing functions related to planning and implementing the agency's priority programs and initiatives, for use by Agency and Department management.
  • Conducts necessary research and drafts documents related to a variety of highway safety issues.
  • Drafts fact sheets, correspondence, brochures, announcements, speeches and testimony.
  • Develops background material, analyses, and correspondence, as requested.
  • Works cooperatively and effectively with agency and department teams and work groups, and with external partners and stakeholders.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

College or university education -- Educational course work may be at either the undergraduate or graduate level. Successful completion of graduate level courses will be accepted as evidence that an applicant also possesses the knowledge taught in courses at lower levels in the same field.

To qualify for the GS-11 on Experience, you must have one year of equal or equivalent specialized experience:

  • Experience working with senior leadership developing, implementing, and evaluating highway safety programs. Providing technical guidance, support, and coordinating program activities involving national, State, municipal, or county organizations involved in highway safety efforts.


To qualify for the GS-11 on Education, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify for the GS-12 on Experience (in addition to the GS-11, you must have one year of equal or equivalent specialized experience:


  • Experience independently developing, implementing, and evaluating highway safety programs. Providing technical guidance, support, and coordinating program activities involving national, State, municipal, or county organizations involved in highway safety efforts.


You cannot qualify for the GS-12 on education, you must have experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
