ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement.

This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to review and process procedural and routine military human resources transactions submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work areas: Officer or Enlisted Personnel Management (OPM, EPM); Personnel Services Section; and Standard Installation and Division Personnel System (SIDPERS). In addition, the position may be tasked to perform a variety of administrative and other supporting duties, which enhance the military human resources function.

AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITION:
AREA 1:
All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA 2: All drill status/M-day personnel in the Alabama Army National Guard.
AREA 3: All U.S. citizens or individuals eligible for membership in the Alabama Army National Guard.

As a HUMAN RESOURCES ASSISTANT (MILITARY), GS-0203-5, you will perform the following duties:

(1) Performs detailed regulatory and procedural review, and processes a variety of routine military human resource transactions which may include but are not limited to: accessions, promotions, transfers, boards, incentives, training, and personal recognition of enlisted and officer personnel in the National Guard. Determines the validity of the requested action and insures that requirements related to the request are met. Notifies units of documentation requiring corrections or for those actions that are incomplete. Interviews personnel, as required, to obtain data needed to complete actions. Insures that records are complete and accurate and approves routine clear-cut actions. Maintains all required forms, makes additions, revisions, or deletions to records or files to keep them current, complete, and accurate in accordance with regulations, policies and procedures. Recognizes limited, well-defined and approved alternatives for meeting criteria or justifying exceptions. Researches and/or provides information regarding a variety of rules, regulations, procedures, and requirements to provide explanations of actions taken or recommended. Drafts or prepares related correspondence for appropriate signature and enters data in automated systems, as needed. Retrieves data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings.

(2) Reviews files identified for discharge. Identifies all creditable service time, based on documentation in the record file, to compute total military service history to date and ensures computation matches members Retirement Points Accounting System statement. Identifies all documented awards, unit assignments, dates of rank, and verifies all MOS qualifications. Prepares NGB 22 form, which documents all relevant military information, as well as any required discharge certificates.

(3) Receives documentation on military personnel transactions from lower echelons. Dates and logs in documentation to maintain an audit trail for all transactions. Examines documentation and distributes by interoffice routing to the other work centers those documents that require review by that area of assignment prior to input. Documents not requiring outside review are examined for completeness and authenticity. Verifies current information in SIDPERS to substantiate requested action, and if accurate, processes and inputs action into the database. Reconciles report of previous days entries against hardcopy documentation, identifies erroneous entries, and correctly inputs action to resolve the error. Forwards documents/documentation, as required, to other work centers for further processing. Generates and distributes reports to the appropriate user.

(4) Participates in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty. Provides counseling to service member on available benefits; questions as to the accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Realtime Automated Personnel Identification System) information; and allows the service member to perform a general review of their record. Notifies service member of forms or documents required to substantiate requested update, i.e., marriage/divorce documents, birth certificates, Social Security cards, promotion orders, awards received, etc.

(5) Performs other duties as assigned.

MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army National Guard. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership. Military Requirements: Military skill set is determined by MOS requirements. Upon selection, individuals must be assigned to a compatible military MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.
Military Grade: Only applicants within the military grade listed below will be considered.
Minimum Military Rank: PV1
Maximum Military Rank: SFC

Individuals exceeding the maximum military grade are required to submit a letter along with resume agreeing to a military demotion if selected. This Statement of Understanding is required for basic qualification.
Compatible Military Assignments: EMOS; 42A
*Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

Qualifications

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the Specialized Experience listed below: Otherwise, the applicant will be considered unqualified for this position. DO NOT COPY THE VACANCY ANNOUNCEMENT OR THE POSITION DESCRIPTION.

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 6 months experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records. Experience following oral or written instructions to accomplish work. Experience establishing and retrieving files and information. Experience using common computer software designed for word processing.

KNOWLEDGE, SKILLS, AND ABILITIES:

--Knowledge of, and skill in applying, a standardized body of military Human Resources (HR) rules, procedures, and operations sufficient to process and/or review a variety of procedural and/or substantive military personnel actions/transactions.

--Knowledge of requirements for area of assignment sufficient to provide general information to military members and/or their dependents.

--Skill in reviewing and processing military personnel actions to determine if requested action is substantiated by the documentation submitted.

--Knowledge of military organizational structures, protocol, and similar matters.

Education

Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
