The incumbent of this position serves as a senior technical specialist in the Naval Architecture & Marine Engineering Branch (NAME). The NAME Branch provides the Technical Warrant Holders supporting the Coast Guard Engineering Technical Authority. The Branch supports new vessel acquisition programs as well as sustainment of the operational fleet.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Planning, developing, coordinating and accomplishing large, complicated projects which require multiple manpower and funding, such as cutter design studies, application of state-of-the-art technologies, development cost estimating methodologies, cost estimating relationships and economic analysis;
Developing, reviewing and providing recommendations for proposed project requirements, expected results, and budgetary estimates;
Establishing methods and procedures to substantially reduce project costs;
Overseeing the creation of Project Proposal Reports or Engineering Change Proposals to identify and resolve issues of project scope, cost, resources, etc
Evaluating bid proposals and preparing performance specifications;
Initiating contact and providing expert technical advice and direction to contractor professionals; and
Planning, performing and managing projects for feasibility, concept, preliminary, contract and detailed design efforts for new cutters and modifications of existing cutters, where major changes in shipboard equipment or arrangements effect space, weight, structures, stability, speed or cost;

Qualifications
At the GS-14 Level: Applicants should have at least one year of specialized experience at or equivalent to the GS-13 level in the Federal service. Specialized experience includes: serving as a technical expert in naval architecture and project management; acquisition program support, cutter design studies, development of design criteria, evaluation and prototyping of new systems, and fleet sustainment activities.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
