This position is located within DCAA Headquarters, Operations Directorate, Technical Audit Services Division. Incumbent serves as an Information Technology/Computer Assisted Audit Techniques (IT/CAATs) Technical Support Auditor.
Provides technical assistance in auditing IT based accounting, estimating and financial systems as well as application of electronic audit tools and techniques. Provides support in software application, quality monitoring, advice and guidance to audit staff. Supports Audit Planning and Performance System (APPS) initiatives. Completes complex data extracts, designs and delivers Statistical Analysis Systems (SAS) training.
Applies quantitative methods such as statistical sampling, regression/correlation analysis, improvement curve, and assists auditors in database analysis techniques. Uses electronic audit techniques and tools, and applies advanced understanding of Microsoft Office automation techniques.
Interprets accounting and IT related laws and regulations. Uses a variety of professional accounting and auditing techniques to interview, prepare computer analysis, statistical analysis, questionnaires, and develop new audit approaches.
Visits regional offices and Field Audit Offices to provide IT audit assistance to staff in identifying requirements, preparing annual plans relative to IT audit programs, and promoting use of electronic audit tools and qualitative methods. Renders advice and assistance to operating officials on technical problems and procedures. Prepares audit reports.

Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. Qualifications
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Basic Requirements:
Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience:
In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience includes: providing technical assistance and guidance to professional audit staff in information technology based accounting, estimating and financial systems; providing technical assistance in application of electronic audit tools and techniques in performing audits; and/or, presenting technical training related to information technology audit and computer assisted audit tools.
Education
Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels.
