Help

- The position serves as a Senior Fire Dispatcher located in a dispatch center in support of fire suppression activities.

- Performs and directs others in receiving fire reports, determining location, and status, and current fire information.

- Coordinates aviation dispatch operations.

- Determines appropriate resource response to incidents and request from the field and dispatches personnel, equipment, aircraft, and/or supplies.

- Based upon current wildland fire suppression activity and utilizing prior wildland firefighting experience and training, anticipates fire suppression needs and determines resource allocation.

- Operates and/or directs the operation of various dispatch telecommunications systems.

- Provides critical logistical support information to supervisor and makes recommendations concerning the efficient uses of available resources.

- Records and maintains communications logs.

This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

Proof of prior covered service must be submitted prior to employment. Acceptable proof consists of SF-50’s showing beginning and ending dates of covered/creditable appointments and copies of approved letters based on individual claims. Applicants who fail to provide this evidence will not be considered eligible for the position.

THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564, and under the Department’s Drug Free Workplace Program, applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

The work involves long hours of sitting, intense concentration, and working at peak proficiency/intensity levels with irregular breaks and mealtimes. The duties of this position create a highly stressful environment during peak activity, requiring the ability to keep calm in emergency situations. Must be able to cope with the pressure of meeting timeframes and changing priorities.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume.

GS-05: One year of specialized experience equivalent to at least the next lower grade level GS-04 in the federal service. Examples of specialized experience at this level include work in the conservation, regulation, and use of Federally controlled lands for grazing, range research activities, work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range, and/or range or forest fire control, prevention, or suppression work.

GS-06: One year of specialized experience equivalent to at least the next lower grade level GS-05 in the federal service. Examples of specialized experience at this level may include having experience in fire dispatch initial attack procedures and guidelines used in dispatch of personnel, aircraft, equipment, and supplies for wildland fire/prescribed burn occurrences with supervision.

GS-07: One year of specialized experience equivalent to at least the next lower grade level GS-06 in the federal service. Examples of specialized experience at this level may include having experience in fire dispatch initial attack procedures and guidelines used in dispatch of personnel, aircraft, equipment, and supplies for wildland fire/prescribed burn occurrences with little to no supervision, OR previous Wildland Firefighter experience with current qualifications at the Incident commander type 4 (ICT4).

Substitution of Education for the Specialized Experience Requirement:

GS-05: Successful completion of a full 4-year course of study leading to a bachelor`s degree with major study in forestry, range management, agriculture, or a field directly-related to this position; OR that included at least 24 semester hours in courses such as range management or conservation, agriculture, forestry, wildlife management, engineering, biology, mathematics, or other natural or physical sciences. No more than 6 semester hours in mathematics is creditable.

GS-06: One year (18 semester hours) of graduate level college education such as a major study in forestry, range management, agriculture or a field directly related to this position.

GS-07: One year (18 semester hours) of graduate level college education such as a major study in forestry, range management, agriculture or a field directly related to this position.

Education and experience may be combined to meet the specialized experience requirement.

SELECTIVE FACTORS: This position requires special qualifications that have been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factors will be rated not qualified.

Selective Placement Factor #1: PRIOR WILDLAND FIREFIGHTING EXPERIENCE REQUIRED. Applicants must have at least one season (3-6 months) of prior wildland firefighting experience. This must be evidenced in your application. Your experience needs to have been on an organized crew where you received training and experience on a variety of initial attack, extended attack or project fires which would provide an understanding of the support requirements provided by the dispatch functions.

This is a Long-Term Career Seasonal appointment; it is expected you will work at least 6 months, but less than 9 months a year. If hired late in the season, you may work less than 6 months upon your initial appointment. When work or funds are not available, you will be placed in non-pay status.

You will be evaluated for this job based on how well you meet the qualifications above.

In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

KSA 1: Knowledge of wildland fire suppression and prescribed fire strategies, tactics, methods and procedures, fire behavior, and weather conditions to effectively dispatch fire dispatchers, and resolved dispatch problems.

KSA 2: Knowledge of aviation operations including fixed and rotary wing aircraft relating to fire and administrative operations in terms of capabilities, duty limitation, scheduling, fight following, incident or accident notification, and economics.

KSA 3: Knowledge of wildland fire management computer programs and data output to solve date entry/ retrieval problems, and develop operating guidelines and procedures.

KSA 4: Ability to communicate orally and in writing in a clear and concise manner in an urgent and frequently changing work environment.
