Help


As a Program Analyst you will be responsible for the following duties:

  • - Assimilate data and coordinate reports provided to outside organizations such as OSD, GAO and Congress.
  • - Develop and/or brief complex studies and analyses utilizing Earned Value Management (EVM) software tools and methodology.
  • - Research and provide input to policies and procedures to maintain full accountability for the Agency's business operations and earned value management program.
  • - Conduct analysis to assess how Agency Operations supports the mission; collaborate with Agency personnel to resolve non-routine operational problems.

This position requires Acquisition Workforce Level II certification in Business-Financial Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

Selectee must acquire 80 continuous learning points every two-years.

This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

You must have one year Specialized Experience equivalent to the GS-11/NH-2 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

Specialized experience required for this position is:

  • - Development of viable solutions or improvements to various cross-organizational internal procedures and methods as required by various acquisition and budgetary laws, policies, regulations, and precedents applicable to the administration of complex weapons programs.
  • - Experience with Earned Value and Integrated Master Schedule management software, tools, and complex data.
  • - Experience with performing Integrated Baseline Reviews (IBRs).
  • - Experience providing on-the spot analysis of alternatives and actions for a wide range of EVM related activities including EV/budget integration analysis, EV/schedule integration analysis.
