Summary

As an Environmental Engineer, you will be responsible for managing the total functions and directs the performance of the environmental program to ensure efficient and effective accomplishment of program priorities, milestones, and goals and objectives.

The Office of Facilities Management is responsible for the planning, management, and direction of the facility environmental program for all GSA-owned, operated, and leased buildings within the region. The program includes some 417 buildings and nearly 23,439,922 square feet located in four (4) states.

Help

You will be responsible for

  • Applies the newest developments in the field, ensures incorporation of efficient environmental program provisions and considerations, e.g., inclusion of environmental controls, in the planning, designing, constructing, modifying, and maintaining of facilities.
  • Reviews and evaluates the work of GSA and contract engineers by reviewing preliminary engineering reports and related design drawings and specifications on proposed major construction projects to identify obscure environmental problems.
  • Evaluates the problem conditions resulting from surveys/assessments. Identifies corrective action considering feasibility, cost, disruption of operations, and relative program priorities.
  • Provides advice and assistance on environmental management to all levels of line and staff management and applies a systematic approach to identify and solve environmental management problems by environmental monitoring and employee participation in risk reduction/loss control methods.
  • Promotes awareness through oral presentations at group meetings and conferences and in written presentations and reports. Attends and participates in meetings of union and management committees for the purpose of providing interface between employees and management concerning matters of environmental problems.
  • Provides expert advice on the interpretation and implementation of technical guides, environmental policy, and environmental control laws and regulatory requirements.
  • Stays abreast of the latest developments in the environmental field and monitors the new laws and regulations for application within the region.

The GS-13 salary range starts at $ 86,212 per year.

To qualify, you must meet the requirements below.

Carefully read the following statements A through G which outline the basic eligibility requirements for all engineering positions.


  1. Degree: Professional Engineering. To be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.
  2. Degree: Professional Engineering including differential & integral calculus & courses (more advanced than 1st yr. physics & chemistry) in 5 of the following areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields & circuits; nature & properties of material (relating to particle & aggregate structure to properties) & any other comparable area of engineering science or physics such as optics, heat transfer, soil mechanics, or electronics.
  3. College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, and (2) a good understanding both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering, evidenced by current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
  4. College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, and (2) a good understanding both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering, evidenced by successfully passing the Engineer-in-Training (EIT) examination.
  5. College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, and (2) a good understanding both theoretical and practical, of the engineering sciences & techniques, and their applications to one of the branches of engineering, evidenced by successfully passing the written test administered by the Boards of Engineering Examiners in the various States, D.C., Guam or Puerto Rico.
  6. College level education, training and/or technical experience -- evidenced by successful completion of at least 60 semester hrs. of courses in the physical, mathematical, & engineering sciences & in engineering that included the courses specified in Option A above. Courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
  7. College level education, training & or technical experience ? evidenced by successful completion of a curriculum leading a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), AND at least 1 year of professional engineering experience acquired under professional engineering supervision & guidance.
Specialized experience isone year of experience equivalent to the GS-12 in the Federal service.

Specialized experience is experience in providing technical oversight, coordination, and management of environmental programs in areas such as: air and water quality, mold management, hazardous waste and materials management, underground storage tanks containing regulated substances (petroleum products, chemicals, and wastes), oil and hazardous substance spills planning and radon, asbestos, pesticides, medical waste. Experience must include the related technical evaluation and assessment for the following types of work projects: design and construction of new buildings; and repair and alteration projects in existing facilities, historic buildings, and court and custom facilities

  • Expert knowledge of environmental engineering and skill to develop and revise regional environmental engineering standards and specifications and to furnish authoritative advice on the use and interpretation of existing guides and laws.
  • Comprehensive knowledge and analytical skills to assess and advise on the impact of activities on ecology and environment involving matters directly or closely related to environmental engineering.
  • Ability to communicate effectively orally and in writing concerning complex issues.
  • Mastery of and skill in applying advanced concepts, principles and practices of environmental engineering to serve as the technical authority and regional subject matter expert for the full range of environmental engineering programs within the Region.
  • Ability to communicate effectively orally and in writing concerning complex issues and provide expert knowledge of environmental engineering and skill to develop and revise regional environmental engineering standards and specifications and to furnish authoritative advice on the use and interpretation of existing guides and laws.
