The selectee will serve as a subject matter expert in all manner of knowledge, skills and abilities related to shipboard engineering in the U.S. Merchant Marine. They will serve as a technical expert in providing advisory services and administration of the regulatory provisions and controls for the administration of examinations in support of the merchant mariner credentialing program. Typical work assignments include:
Planning and conducting job analysis of engineering personnel activities, duties and responsibilities
Assigning, directing and reviewing the work of examination specialists and staff members
Serving as expert on the examination processes for all applications for professional credentials
Reconciling all inconsistencies and ensureing examinations are properly created, assigned, administered and recorded
This position requires a National Agency Check with Inquiries (NACI).

Qualifications
At the GS-13 Level: Applicants should have at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service.
Specialized experience include: Providing direction on all aspects of mariner credentialing program examinations; providing regulatory provisions and controls for the administration of examinations; developing specific subject matter questions pertaining to practical skills of the marine engineering profession.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Applicant must hold or have held a U.S. Merchant Mariner credential in the grade of 1st Assistant Engineer, Unlimited or higher or the equivalent military experience as Assistant Engineer Officer/Chief Engineer or higher and as a qualified Engineer of the Watch (EOW) on vessels of greater than 4000HP.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
