Summary

A successful candidate in this position will provide subject matter expertise for the management and governance of over 50 pension plans administered by various sites and contractors, including oversight of contractor pension actuarial valuations to ensure consistency in pension plan management across all the sites and a stable and predictable budget for pension funding. The incumbent serves as a CFO liaison with Headquarters, Field and contractor activities on matters related to contractor retirement and other benefit plans and budgets.

Help

At the full performance level, you will:

  • Provide policy guidance and analytical support to program office and DOE management on pension and other benefit issues, including matters that involve collective bargaining agreements and related negotiation of benefits.
  • Provide technical direction to senior program office and DOE management in matters related to contractor pension and benefits programs, including sensitive and controversial issues for which precedents do not exist, including proposed changes to retirement benefits as part of collective bargaining or contractor transitions.
  • Perform analyses of liabilities related to the areas of pension benefits, postretirement life and health insurance risks and contingencies, including periodic, comprehensive reviews of costs and benefits of all contractor pension and other benefit plans compared to appropriate external benchmarks to assess the relative costs and benefit levels.
  • Lead annual reviews of the financial position of each of the contractor pension plans to ensure a reasonable funding strategy is in place based on demographic and plan information.
  • Prepare responses to Congressional and White House inquiries, Inspector General and General Accounting Office reports, audits, and other information requests regarding contractor retirement and other benefit plans.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

GS-13:

Specialized experience is defined as experience in evaluating the adequacy of pension and benefit policies and procedures; assisting in planning, initiating, and conducting actuarial evaluations of contractor proposals for changes to pensions, postretirement benefits, and other deferred benefits to determine government negotiating positions; and; analyzing contractor economic and actual assumptions and the impacts of various alternatives resulting from changes in study assumptions to ensure consistency in actuarial valuation assumptions and managing projected budgets . Experience in researching and providing technical guidance to key stakeholders to help resolve difficult issues is also necessary. Experience in manipulating complex Excel workbooks with ease and provide support for DOE system, iBenefits will also be key.

GS-14:

In addition to the GS-13 requirements above, specialized experience is defined as providing policy guidance and analytical support to senior program office and DOE management on pension and benefit issues, including matters that involve collective bargaining agreements and related negotiation of benefits; performing evaluative analytical analysis of liabilities related to the areas of pension benefits, postretirement life and health insurance risks and contingencies. You should also have experience calculating and reviewing contributions necessary to fund contractor defined benefit pension plans to provide in-depth expert advice to senior program office and DOE leadership on potential strategies to fund current and future pension liabilities.

  1. Knowledge of actuarial science and Government acquisition laws, regulations, and procedures associated with insurance/pension, benefits plans, actuarial subjects and various contractual issues.
  2. Knowledge of mathematics, statistical, financial, actuarial science, and business techniques to validate the reasonableness of contractor estimates.
  3. Ability to plan, initiate, and conduct actuarial evaluations of contractor proposals for pensions, postretirement benefits, and other deferred benefits to determine government negotiating positions.
  4. Ability to analyze comments and recommendations contained in reports from internal and external oversight and review groups and assist in preparing responses.
  5. Skill in oral and written communications to present sensitive recommendations to higher authority, represent the agency on interdepartmental and interagency committees and working groups, participate in agency Program Teams, and provide guidance within the agency.

Education

Basic Qualifications

Applicants may qualify for actuary positions by meeting the following:

Degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

OR

Combination of education and experience that included BOTH of the following requirements: (1) technical work experience in actuarial support work or in mathematics, AND (2) completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a 4-year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

OR

Applicants at the GS-13 grade level may qualify if they have one year of professional actuarial experience equivalent to at least the GS-12 level and Associateship in the Society of Actuaries or the Casualty Actuarial Society or being an Enrolled Actuary.
