As an Information Technology Specialist, NH-2210-02/T03, you will provide application development & sustainment expertise for the Air Force Training Center (AFFTC). You will also:
Assist with highly complex projects which require complex changes to existing systems and assist with reviews to systems for impacts on related systems, data, hardware, software and system capabilities.
Assist with major studies of information system and business process issues to appraise desirability of major changes.
Maintain maintenance of code baseline, configuration management of MIS, COTS, and GOTS software.
Maintain current system documentation, to include flow charts, decision tables, input/output formats, equipment or software upgrade requirements, database design and access techniques, documentation plans, equipment acceptance plans, test plan, training and implementation plans, with dated milestones and priorities.
Utilize or assist with the development of computerized analytical methods and procedures to assess the validity of the database and to improve the flow of management information.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year
Information Assurance Certification is a condition of employment. This position includes information assurance work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA Certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
PHYSICAL EFFORT: The work is mostly of a sedentary nature, some walking, stooping, and bending is required in attending meetings, inspecting work operations, and reviewing program, system, marketing and financial data on file. The incumbent often carries computer equipment, files and documents.
WORKING CONDITIONS: The work is primarily performed in an office setting. The work site is properly heated, well lighted, well ventilated, and easily accessible by stairs or elevators. Incumbent must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
Qualifications
In order to qualify, for the NH-02 equivalent to the (GS-05), you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required.
Experience must be Information Technology related and demonstrating each of the four competencies listed below; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example IT certification).

3. All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: THIS MUST BE SUPPORTED BY A DETAILED BLOCK OF WORK EXPERIENCE IN YOUR RESUME.
In order to qualify, for the NH-03, you must meet the the following experience: Must be Information Technology related experience at least equivalent to the next lower grade, GS-11, pay band, grade, or equivalent, which demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication, 4) Problem solving; AND SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band (NH-02) or equivalent. Specialized experience is described as performing design, documentation, development, modification, testing, installation, implementation and support of new or existing applications software.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in current programming languages (C#, VB & Java), SW frameworks, operating systems, graphical interfaces, World-Wide-Web technologies (e.g. IIS, CSS, HTML, XML and Web Services) and scripting languages (e.g., JavaScript and VB Script).
Knowledge of database management principles and practices including a working knowledge of SQL (e.g., T-SQL and PL/SQL and the associated system/database enterprise environment (Oracle/SQL). Knowledge of database design concepts & application database tuning.
Knowledge of concepts, principles and practices in the field of Computer Science. Includes gathering system requirements, system design, coding, peer reviews, testing, implementation and documentation. Knowledge of current software development methodologies.
Ability to apply government policies, regulations and procedures to MIS/COTS/GOTS applications. Knowledge/Apply government rules, procedures, business practices, coding standards, development procedures and Configuration Management.
Ability to maintain good working relations and to communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.
